Didn't Kid Buu kick his butt before absorbing him while SSJ3 Goku held his own until his stamina ran out? From my recollection he held his own pretty well against Kid Buu until Buu decided to absorb him. Both of them had the usual dirt and scuff marks on their bodies and no one looked seriously injured. I always placed him around SS3 Goku’s level. He does have the added benefit of not having a seriously draining form. I think a fight would go either way with Goku and South Supreme Kai.

In the manga, the battle between Kid Buu and the Kaioshin wasn't shown so we don't know how well South Kaioshin was doing before getting absorbed. It looks like Salagir assumed South Kaioshin's power is what threatened Buu enough to absorb him and not his magic like Grand Kaioshin.

Interesting that in the Super Buu form its South Kai not Grand Kai influencing Buu the most. It makes sense if you consider Super Buu and Fat Buu alternate forms. Grand Kai (though brain dead) is more dominant on Fat Buu, while South is more so in Super Buu. The novel also establishes Buu learned to speak by absorbing South Kai, not Fat Kai.

New chapter is out in French. It deals about the first adventures of Buu outside earth and it shows his first absorption after it. Quite a fun read. He keeps his calm but some parts of him are still very contradictory and unstable. It also deals with Buu learning how to play music.
At some point he tried learning music by himself, trying to reach the memories of Gohan and Bulma. But he eventually just says "fuck it" and starts absorbing a few talented musicians.
He seems to be getting lots of Meruem (HunterxHunter) moments there. If you've watched the Chimera Ants arc you'll notice how he begins as pure evil until he gets "contaminated" by the joys of life and humanity.

There's a new Buu chapter now! More Meruem moments and Buu finally learns compassion and kindness?? (to some extent.) He's still very violent and impulsive but now he start to enjoy doing good things for others.
Very good chapter in fact, probably the best until now. It seems that the longer time he spends meditating, the more the mental traits of his absorptions appear.

He even absorbed the Namekian Dragon Balls and Muri (the creator at the moment) so he pretty much can do what XXI does (Buu might even be better at it, sure, XXI has had more time than Buu to train on that front but Buu has absorbed many intelligent and talented wizards, including Old Kai) with Dragon magic. Zen Buu also went to Icaron to study magic (much like Gast did) as well.
So in XXI's universe Icaron likely didn't exist (or if it did it would be greatly different and the knowledge at their disposal would be different). Were there Namekians (creators of the Dragon Balls) 75 Million years ago when XXI was relevant? So how did XXI obtain such powerful magic and who was responsible for defeating XXI in the other universes (he did exist in other universes confirmed by U9 Elder Kai's reaction)? Did Dai Kaio himself manage to defeat XXI? Or was it one of the Kaioshins or other Kaios (like King Kai)?
It's a shame that we won't know more about this mystery anytime soon, this lore is quite deep and fascinating, I want to know more about XXI and I think Zen Buu might be the perfect guy for us to squeeze out a lot of information about what he is, what his goals are and what he is capable of. Funny enough Old Kai said that whoever sealed him up was powerful but not as strong as Majin Buu. Unless U5's XXI has a lot more physical strength this means that he/it may be weaker than Majin Buu, confirming that he is the weakest competitor remaining (weaker than Uub and Vegeta), but Gast and Buu showed us what magic can do. I know this discussion is about Buu but it's obvious that's relevant because after Goku vs Uub concludes and Vegeta vs Cell happens and concludes that Buu will fight XXI.
