So I know many have suspected that the entity XXI was talking with in his apartment when Zen Buu visited was one of the Multiverse's many Porungas, but it just dawned on me that maybe it wasn't necessarily a set of Dragon Balls that he already had access to on his own. I mean if he already had access to Dragon Ball then what purpose did he have entering the tournament? I actually think maybe he used his magic to steal a set of Dragon Balls from the U1 Organizers without them knowing about it. Maybe he probed the mind of a Vargas and discovered where they were hiding a single set of Dragon Balls, so he used a reverse of the spell he used on Vegito to bring them to his apartment. Maybe his endgame is to get them all and that is why he didn't just leave with a single set. Maybe he knows some magic that could fuse multiple sets together to make them even more powerful or maybe he just wishes to absorb their magical powers from every set or something alone one of those two lines.

I really want to know XXI's endgame here. Perhaps that would spoil things, but I don't think that's a bad thing. Watching the encounters, interactions, events, etc. that lead to XXI trying to achieve his goal would still be enjoyable, even if I already knew exactly what he wanted this 'early' in the webcomic. I enjoy trying to make connections as the story unfolds towards a particular end. But Salagir has decreed that we can't know. At least not yet. :/
I'll agree with Kor that XXI isn't interested in wishes per say, else he'd keep his single set and get three wishes and be done with it. I wonder if the future vision of Gohan breaking a dragon ball has more to do with destroying XXI's abilities to speak with/harvest/steal the dragons themselves for some purpose. I mean, cracked dragon balls summon no dragon.
I really think Salagir is moving beyond the "collect them all; make a wish" story that's standard for DB and DBZ. But that leaves a lot open and, frankly, there aren't enough clues to piece anything together with any certainty, at least that's how I see it.

Yeah it's all just speculation at this point. Now him being a powerful wizard, it makes a lot of sense that might want to absorb the Eternal Dragons magic in effect making it to where he can use high level magic like them witb the simplest of ease. Or maybe he wants all sets to fuse into one set of dare I say it, "Super Dragon Balls", to summon a Super Porunga capable of granting him the knowledge/ability to perform all magical spells that have ever existed and will ever exist in effect turning himself into a Wizard Deity.

I haven’t see anyone suggest this yet so I’m propose it needs the Dragon Balls to resurrect or restore someone. The one power we have seen the DB possess that no other being seems to possess is bringing the dead back to life or creating life out of nothing. If XXI needs someone who died already in its universe or in the multiverse it would explain why he seemingly needs the wish despite the great magical power it possesses or it channeling. If it is a great evil that the Kai defeated in the other universes it going into the tournament in disguise and winning it fair and square could be to avoid Supreme Kai who could possibly have a method to kill or defeat it.

It is funny to think Raichi would have come the closest to this ability (not quite the same but you get the point), and even more ironic that it was through artificial means. I wonder if Buu can resurrect people. Grand Kai said his power was higher than the Namekian Dragon. And this was said taking into account Dende is alive in his universe.
