So in the Buu Arc, it was revealed to be the strongest Earthling/human in the world, though the context of the in-universe reveal has me curious how true this is meant to be taken. Yamcha brings up the point to Marron after the later is worried the big guy (Random extra for the World Tournament) might hurt her dad Krillin. So Yamcha says this as a means to reassure her, but that is where my issue is. Is this statement meant to be taken at face value, that Krillin is the top Earthling or just something Yamcha said to comfort Marron? Seems odd that Krillin would be on top of say Tien when the latter is still training into the Buu Saga and Krillin had been retired for years.

It is really hard to gauge in the manga because Krillin and Tien never get opponents they have a chance to fight to properly gauge how much either improved despite all the training they went through. There are some fan theories that suggests since the Ginyu Force fight never happened in the manga that the power the Eldest Namek/Guru unlocked in Krillin just put Krillin way above Tien and many felt since Tien never learned Kaioken or Spirit Bomb that his training went bad and he didn’t get nearly as strong as Goku did when he trained with Kai. When they both came to Earth at the end of the Freeza arc the theory goes Krillin was much stronger than Tien. Some think Krillin maintained his lead all this time since they trained for androids in 3 years and even after seven year gap with Krillin stopped training that he is still ahead of Tien to correlate with Yamecha’s line. Others think Tien is stronger than Krillin and just ignored Yamecha’s line are chalked it up to Toriayma forgetting things again and forget about Tien, since Tien continued to train and was originally stronger than Krillin.
It really depends on what fans think IMO.

It really depends on what fans think IMO. Technically both got a common opponent in the Buu Arc, Buu himself. Krillin tried to stall Super Buu on the lookout and was turned into candy instantly, where as Tien managed a lucky shot on Buutenks and blasted him thereafter before being one hit KO'd. Also the Cell Arc seemed to imply whatever gap Krillin had on Tien due to the Grand Elder was moot as Tien was involved in the action against the androids, and even managed to stall Semi-Perfect Cell where as Krillin was petrified from fear during this.

Going by the logic of the show -Training with others and/or for a threat improves your training. -Lack of training makes you fall a bit weaker (although this was ever mentioned in DB by Goku (& Piccolo) but his anatomy is an Saiyan so he kept more power than a human would)
So essentially, by the time Krillin got his power-up from Elder Guuru... Tien would be struggling to catch up.
They both trained for the saiyans, they both trained for the androids and Cell, but the diffrence in power is there. No plausible way for Tien to exceed or come close to Krillin.
And during the peace time on Earth, Tien wouldn't really gain that much from his training compared to the aforementioned examples because there... really wasn't a need? He'll be a hell of a lot stronger than Krillin without that potential unlocked during the 7 year timeskip but he can't hold a candle to the turtle student.
Although, despite Krillin being "stronger" in this regard of raw strength/power level, Tien exceeds with his mastery of his ki and techniques (as he can swat down people so SO much stronger than him, such as Semi-Cell and Buu). So Krillin can beat him in a fisticuffs but Tien can beat the former with a well-timed Dodonpa/Kikoho. If that makes sense.

tien seems to indicate he would learn the kaioken in the manga and add its basics to his arsonal. This is likely the shin kikoho. so its suggested tien knows the kaioken, but only used it with the kikoho maybe?
