In the anime, they fought evenly, and it was only after Buutenks started played mind games that he gained the upper hand.

Short answer; nope.
In the sub Buutenks wasn't playing mindgames, They basically did the equivalent of a warmup spar, and the dub adlibbed all that stuff.
That prior battle you see also was basically anime filler. In the manga, he just starts owning Gohan off the bat.

He definitely was going all out against Buutenks seeing as he was fighting for his life against him and getting utterly trashed, but no idea if he beat down Super Buu with full power or not since he really doesn't say anything about beyond "I'm going to kill you." (To note, the scenes where Gohan toys around with Super Buu in the anime was filler as well to draw out the episode time. In the manga he just stomps Buu in like 4 or 5 hits and Super Buu immediately feints suicide.)

Well two things; He seemed rather determined to kill Super Buu when he arrived, he didn't bother being cautious because he knew Buu was too weak for him then. But to make sense of the anime leading to Buutenks, it could be that he was feeling out a stronger and smarter opponent, being careful before going full out. But also like I said, the scenes of Gohan screwing with Super Buu and the sparring match with Buutenks before the one-sided beatdown were anime filler, which can also be why they don't go explain any particular discrepancies.

Supposing he used the same level against Normal Super Buu, we have... Super Buu<<Gohan (warm up)~Buutenks (warm up)<<Gohan (full power)<<Buutenks (full power) These gaps make Buutenks stronger than the sum of Super Buu and SSJ3 Gotenks' powers.
