Sending Saiyan babies to conquer other planets

So I want to discuss the notion of Saiyans sending their babies to conquer other planets. People seem to come to strange conclusions about it based off of only a handful of sentences that described it in the series. Let me give my take on it. Saiyans measure the power a baby is born with, with stronger parents most likely create stronger children. Ideally babies are born and raised on Planet Vegeta, with the strong gravity and plentiful training. But some babies are born smaller, or just a bit weaker then expected, this children are viewed as embarrassments and sent offworld in space pods like Kakarotto.
Saiyans were working for the Cold Dynasty for a relatively short period of time and I believe this was also a relatively new tradition. Raditz was not particularly strong, I believe he wasn't sent to another world mostly because he was the firstborn child so he was kept on Vegeta so he could grow up and continue the family line. Kakarotto was born and was not an improvement on Raditz, they already had an heir and Bardock was a bastard so he didn't care for another weak child and let them send him off to another world.
The practice was the spacepod children were sent in basically implanted simple aggression triggers in the infant harnessing the natural Saiyan instincts for violence. They would survive in the wild probably gaining shelter in their pod. Their natural enhanced physiology allowed them to exist as wildmen on planets, and basically their job would be to survive the days that are not full moons. So when they have full moons they are strong enough to become giant monsters. The idea being naturally aggressive, saiyans would tenderize planets, till their family picks them up and finishes off the stragglers on the planet and sells them. The child would be weaker then normal because of likely growing up on a planet with weaker gravity then Vegeta, but this childhood erases some of the shame being born unwanted and weak.
However I believe the vast majority of babies sent off to other worlds are actually not expected to succeed. After all these are unwanted babies, and they are just putting them to use. Only the strong survive and these are the weakest infants. So only a fraction of infants actually survive, with a very small fraction actually fully accomplishing their mission.
So by the time Frieza blew up Vegeta several babies such as Kakarotto were offworld and I believe he just expected them to perish, or at best soften up worlds to be picked up later, and maybe become a pet minion the likes of Raditz.
It would have been interesting if they explored the idea of other Saiyans surviving offworld, its a very Jedi survivor/Kryptonian situation. The closes we have is Tarble.
