Salagir was originally of the opinion that South Kai was stronger than Kid Buu, but he changed his mind along the way. I'd put South Kai at below SS2-level; strong enough to take Dabura, but not enough to take Majin Vegeta.
I think Future Trunks was slightly weaker than the Cell Jr. he was fighting.
Other than that, pretty solid list.
EDIT: Goku at SS3 seemed strong enough to generally have the upper hand against Buu, though Kid Buu had far better endurance. I'm also not sure about Gotenks' power in comparison to Super Buu, since I don't know if Super Buu was ever taking the fight seriously.

I think Kibitoshin would Place somewhere above Cell and Dabra. East Kaioshin on his own was said to be vastly stronger than Freeza though judging from his reaction not quite on SSJ2 level. Taking Potara Fusion into account (already a multiplier) and the fact they could earn bonus for the loyalty they felt to one another I think we can safely assume they were above Super Perfect Cell's level.
Oh and you also missed Grand Kaioshin here. After all he forced even Buffed Buu to use absorption. Oh and by Fat Buu do you mean default one or the "good side" on it's own? Because I do believe the latter was stronger in terms of power than Kid Buu. Probably not far of from Super Buu. Difference is mostly in fact that Fat Buu was held back by both South and Grand Kaioshing goodness.

I think Kibitoshin should be on there somewhere. You're right. It's hard to estimate his power since he never fought (or did anything useful besides being an inter-planetary cab, lol) but being a Potara fusion of two Kaioshins, his power must reallistically be pretty high. Like Ssj3 if not more. He was confident about fighting Buu but didn't do so only because the Elder Kaioshin warnes him he would get absorbed if he did. But I'm pretty sure he would have been able to fight on par with him at least for some time.

Pretty sure South Kaioshin must have been stronger than Kid Buu to have him scared to the point of starting absorbing his ennemies. SKs may have been slighty weaker than KB but not by much. Cell Jr. vs. Future Trunks... Hard to say. They were pretty much equal during the Cell game but Trunks must have kept training in the future. Sure he wasn't fight- and stenght-obsessed like Goku or Vegeta but he knew Future Cell would appear at some point so he couldn't afford becoming lazy like Gohan did lol. I also think Ssj3 Gotenks must have been at least slightly stronger than Super Buu. As Piccolo notices, you can tell Super Buu is starting to get annoyed and even a little worried. As for Kid Buu vs. Ssj3 Goku, I think they have the same max power but Ssj3 is quite limited in time and energy while Buu keep regenerating all the time, giving him the upper hand.

I mistook Kibitoshin for regular Supreme Kai. I normally call him "Kibito Kai". I'd put East Kai at Android 17 level at best (strong enough to easily beat Frieza), but he clearly was blown away by what Vegeta, Goku, and Gohan could do as mastered Super Saiyans. Kibito is likely a good deal weaker than him. Since Kibitoshin didn't participate in the battle against Kid Buu, he was probably a good deal weaker than Vegeta, who was a strong SS2. I'd put Kibitoshin as no stronger than Perfect Cell.

I'm not sure Kaioshin was actually stronger than Piccolo. Maybe he didn't fight him out of respect for a god or because of his reputation (fighting South Kaioshin would have been a completely different matter).

South Kai is too high. Super Buu and SS3 Gotenks aren't equals imo, Gotenks should be stronger. Piccolo should also have surpassed Cell Junior by the time of the Buu Arc.

I put Gotenks above Super Buu (the parenthesis are only because there is another form of Buu higher in the list so I wouldn't give the same character two ranking numbers). As for South Kaioshin, he managed to fight on a par with Buu for some time so he's definitely a Ssj3-tiers. As for Piccolo, he never really fought that much after the Cell saga so it's hard to estimate how strong he is. But I doubt he ever reached the 'Super-Vegeta' level so he would still be weaker than a Cell Jr. Also he seemed intimidated when he found out who Kaioshin was but that could have simply been because of his Godly status.

Kaio Del Norte's list is relatively accurate. I'd only do small modifications, such as...
1.Vegetto (no doubt about this one) 2.Buuhan (not doubt about this one either) 3.Buutenks (also no doubt) 4.Mystic Gohan (pretty clear too) 5.Gotenks and Super Buu (this is actually debatable but they're around the same level. Buu also admitted he was never that worried about them and only stalled so their fusion would end, wait while fighting with Gohan, and finally absorb when they were taunted again). 6. Initial Fat Buu, Kid Buu, South Kaioshin and Goku SSJ3 7. Good Buu 8. Majin Vegeta 9. Super Perfect Cell 10. Daburah (and Kibitoshin?)

This is making me wonder if U16 Bra could take Buuhan in a fight or not.
I agree for the most part with the levels posted. I think that SS1 Gotenks is supposedly as strong as SS3 Goku, and its possible that Good Buu may be weaker than SS2 Vegeta since Vegeta threatened to destroy Buu on his own after the Spirit Bomb. Since the split between Evil and Good Buu seemed more uneven than 50/50 I'd see it as possible. Fat Buu should be stronger than Kid Buu by a good margin but did worse when fighting Goku. Is it because of his body being unsuited to fighting or did being alive really negate SS3 that much?
The Grand Kaioshin might also be stronger than South Kaioshin given that Buu took on his characteristics after absorbing him.
