I stand by my battered and bruised theory that as it is stated in the manga the requirement for Majinization is an evil heart. Babidi merely pondered that perhaps it was Vegeta's pride that gave him resistance. Vegeta was essentially good at that point or at least neutral good and that was the reason why he didn't take the spell fully. Even during his fight he was lamenting killing the audience. He went on telling goku that he was happy being evil again and goku called bs on him for saying that and sure enough Vegeta's subsequent actions proved goku right. The bottom line is he simply did not have a true evil heart and that's why it didn't really work on him besides giving him the nudge he needed for ssj2.
Cell is evil and the only resistance he might have is Freeza's cells which probably won't be enough. Saligir's take is obviously that frost demon's superior physiology makes them immune to these attacks so as such he and his brother will be immune. Cold's body probably won't stop his mind from being affected though as Freeza also implied.

Vegeta already had SS2 before getting Majinned. He needed the spell to get rid of his compassion since he felt that was what was holding him back. Even before Gohan powered up in the budokai and revealed how weak he'd become Vegeta was confident he could take him. He of course knows about Gohan's SS2 and is confident Gohan isn't quite what he used to be, but SS2 is still a significant power boost in and of itself, and here he is saying he could take him. This is also before Goku popped in and said he'd join in too, so Vegeta's sole motive at this time is simply defeating Gohan. He barely had any reaction after seeing Goku go SS2 against Yakon aside from "Oh, he's done it too I see". Compare this subdued reaction above to his reaction to learning Trunks could go SS1: Or when he vents his frustration about SS3: When Goku goes SS2 again to finish Vegeta quickly so he could go help Gohan with Buu, Vegeta again reacts in a very nonchalant manner, only complimenting him on being stronger than Gohan. However, when HE goes SS2 to match Goku, it's Goku who is surprised to see SS2. Of the two fighters only one reacted in surprise to see SS2, and it wasn't Vegeta. A lot of people see the following line from Vegeta and assume he's talking about the SS2 form from the battle with Yakon: However, as he continues to monologue we see the real reasoning for why he accepted the Majin spell. His continued ranting merely affirms this train of thought: Vegeta felt that his compassion was the true thing holding him back in defeating Goku, and got himself Majinned to have one final chance against him. Daizenshuu 7 also has this tidbit: This is of course not taking into account any changes that may have occurred in DBM depending on how Salagir felt about the events in question. But from a purely DBZ manga standpoint, Vegeta achieved it before becoming Majin Vegeta.

So Majin boost just breaks your limiter to access full control of your power? So maybe if Bra gets Majinized, would that break the mental barrier she has to let her be a perfect SS2? It looks like a mental boost to be more effective with your powers, the magic just narrows your thoughts to simple goals set by the controller. Thus, your mind is free of distractions or any other train of thoughts that would pull you down.
Yes, Freeza's transformation maybe unstable for himself, while Cooler would just roll smoothly.

You have a slightly different translation of the Manga than the one I read but it's pretty clear in mine that he did not have ssj2 until the Majinization.
The one where he says that Goku can go ssj2, he is referring to Gohan being the other not himself.
Sorry I still can't post pics but I'll write the dialog I got that proves this.
Babidi says "I'll release his hidden powers and allow him to overcome his limits." That pretty heavily implies ssj2 especially considering he was never shown to do so prior or said anything that implied it. Not to mention you'd think everyone on earth who could sense ki would have known he broke this barrier and it wouldn't be much of a secret.
Later... Goku says our powers are about even "you trained harder than I did this time."
Vegeta says "you're wrong. I trained harder than you did but you're a better fighter than I am. No matter what I do that difference will always exist. I knew what I had to do when I saw you fight that monster that Babidi sent. If I allowed myself to be possessed then the difference between us would cease to exist.
All that seems like him all but saying Babidi allowed me to go ssj2. He saw goku go ssj2 for the first time against Yakon and realized he stood no chance against him but when Babidi tried to Majin him he realized he could use it to unlock his ssj2 and fight him evenly.

Freeza & Cooler = Majinized despite best efforts Cell: = (probably) Mostly Majinized. Babidi took his time and forced it... but there's a bit of Cell's mind that is waiting to rebel. Just needs the right stimulus Great post and I don't mean to shit on it with a puny reply, but first, their complete majinisation is yet to be confirmed and second, I really hope/prefer the idea that pride and willpower being the only determining factors in resisting. As for Cell, he should be more than capable of easily resisting it especially given his pedigree. Only reason I can see him gainin the big M is that while he was resisting, he noticed the potential of power behind it and allowed it to happen. Then there is Axalon 's noice post. Very impressive tbh and provided me a different way to look at it, however, wouldn't the fact of Vegeta already having SSJ2 prior to majinisation make him significantly stronger than Goku during their fight, forcing Goku to reveal SSJ3? Yes he wanted to be rid of his newfound compassion, but had Vegeta attained SSJ2 naturally, he wouldn't have thought compassion was holding him back. Because I have always thought Vegeta was FPSSJ hence why he knew he needed Babadi's magic to catch up to Goku (even Gohan) who had proven to greatly surpass Ragehan with his display against Yakon to a level Vegeta knew was impossible for him to achieve otherwise? We have no idea how the power increase of majinisation works but if being a low level SSJ2 only gets you to FPSSJ2, then it's a pretty shitty buff imo.

(Not sure if that's what you're referring to). I've got a second translation that also says the exact same thing: Not to mention that it's directly after Goku goes SS2 against Yakon. Gohan's already a known quantity, so Vegeta wouldn't bother commenting on him and is clearly talking about the first time we see Goku ever use SS2. I've got that exact same dialogue, but I don't see how the one quote contradicts all the implications I just posted. To link up with my next point below, Vegeta might simply be looking for a power boost on top of clearing his mind of compassion. Alternatively, his SS2 just isn't as good as Goku's SS2. So while he was confident he could defeat SS2 Gohan (the weakest of the three between Gohan, Vegeta, and Goku) in the Budokai, after seeing Goku's brief powerup he started having doubts gnawing at the back of his mind. Differences in Super Saiyan strength has been well known since the Androids/Cell. Vegeta's comments on how he's gotten soft and less aggressive show that he considers a good portion of him being behind a mental block because he isn't as evil as he used to be.

What I'm interested in is if prideful people can naturally fight off Babidi's control or if Vegeta was a special exception. Vegeta is very prideful I can easily see his situation being a big reason for why he kept control of his mind. He was obsessed with defeating Goku and regaining his number 1 spot for years. It drove him to basically change his whole damn life without him even realizing it. It is safe to say when Goku died Vegeta was pretty lost. His whole drive was pretty much gone. To move on what does he do? He dedicates his life to make Trunks stronger than Gohan, which essentially him trying to outdo Goku the only way he can at that point. He finally gets a shot at Goku and to prove he is the best when Goku comes back for a day then learns despite all his training and effort he couldn't catch up. He sold his pride for power and risked being enslaved.
When he was bewitched by Babidi the first thing he does was try to provoke Goku to fight him. His drive to fight Goku and prove he is better once and for all. Resentment, envy, self-loathing, shame, all of it is boiled together over the years in one pot and Vegeta let himself be controlled for a single purpose, a single burning desire he held on to that could have helped him wrestle control from his new master and keep himself under control. Part of me wonders if Babidi tried to bewitch U13 Vegeta who hasn't had his pride crushed or obsessed with someone so badly that it became his life if he would fight off Babidi the same way the main Vegeta did.
We know little of Dabura, but from what we saw he is very similar to Vegeta, Freeza, and Cell. It is easy to label him weak minded or not as prideful as those three I think it could be more. Dabura is very prideful and arrogant as we saw during the Buu arc. He is the strongest person in his world and stronger than most mortals and gods. I can't imagine he didn't have a lot of pride like the other villains and he seems to be strong willed, given how he went against Babidi to try to kill Majin Buu for Babidi's own good. In the end Babidi controlled Dabura all the same and bent him to his will.
If anything pride and arrogance make beings more susceptible to Babidi's spell than resistant. Vegeta's drive to defeat his rival for the better part of a decade is what put Vegeta apart from Dabura, and by extension could be what puts him apart from Freeza, Cell, and his U13 counterpart. DBM might not go that route, but it is interesting to think about. It would be another interesting way to have Vegeta foiled against his U13 counterpart, to show how Vegeta had everything he originally wanted how much worse off he would or could have been.

I'm in the camp that Vegeta reached SS2 before Babidi as well.
I figure Goku was stronger than him. Goku had a head start on him already. It is not hard to imagine it took Goku a year or two to reach level 2 then kept training until he pushed beyond that to level 3, while it took Vegeta most of the 7 years to reach SS2, let alone Gohan's old level of power. Goku trains better than Vegeta and Gohan has more natural talent. It is not hard to see Vegeta needing 7 years to reach SS2, possibly only passing up Gohan because his power decline and not making it to Goku's level.
It's like that comic skit in DBM with Radtiz getting mocked by his party for not being Super Saiyan. He leaves trains, reaches SS, comes back and gets laughed at because in that same amount of time everyone else surpassed that level. Vegeta spent his time trying to catch up to Gohan's level Goku went out passed that up and went on to new and better things.

I'm of the belief that Vegeta unlocked SS2 before the Tournament, and only needed the Majin spell to stop holding back and to gain a power boost to catch up to Goku. In DBM Babidi unlocked Vegeta's SS2, so it stands to reason he could do the same for Frieza's 5th form and Cooler's 6th maybe. @skar made a very convincing argument to super gojita 3 similar to Axalon's now, so he should be helpful here as well.

Consider the difference between Super Vegeta and FPSS1 Goku. Both are SS1, but a dramatic difference in power exists. This is Vegeta now with his SS2 and Goku's. Better than Gohan's, who still needs to be extremely angry to tap into the form, but weaker than Goku's. Also consider that they all considered Dabura to be at Perfect Cell's level, and Cell was stronger than any FPSS1 and Goku and Vegeta both considered Dabura an extremely easy victory by that point. If Vegeta had only attained FPSS1, Perfect Cell/Dabura could still kick his ass quite handily. Instead, he gets frustrated at Gohan for having so much trouble with Dabura. We have no idea how the power increase of majinisation works but if being a low level SSJ2 only gets you to FPSSJ2, then it's a pretty shitty buff imo. I've always considered Majinization a fairly weak powerup to be honest. Granted I was never in the camp that thought it gave Vegeta SS2, so I have that going for me whereas those who think he got SS2 from it would definitely see it as a major buff. Spopovich for instance can still get his neck broken by a kick from Videl, who's barely learned how to fly. Him fixing his broken neck was far more impressive (and something we never see a Majin do again sadly) than his meager feats of strength against her. He only betrayed him and attempted to kill Buu since he felt he was saving Babadi's life by doing so. Wasn't Goku only a regular Super Saiyan against Yakon?
I just found the part of the manga where Goku has Yakon absorb his energy, and it seems like his hair indicates he is only a Super Saiyan from the moment he transforms to the moment Yakon explodes. Unfortunately the site I found it on won't let me open the page in its own tab so I can't post it here, so here's the link for when he first transforms, you can click on the page or use the arrows to turn the page. He was a SS1 for most of the fight. The evidence for it is Vegeta's reaction and statement afterwards about Kakarot surpassing the Super Saiyan wall. If Goku only displayed the same level of power he did at the Cell Games then Vegeta likely wouldn't have said anything beyond smirking about his eventual victory over his rival. How did Vegeta truly achieved Super Saiyan 2 in DBM canon (majin powerup, training during the seven year time skip, other)? In DBM he achieved it due to the Majin Power Up. 100% confirmed. Let me explain: Let's get back to the second Broly special. Gohan used SSJ2 there despite being completely rusted for 7 years. Vegeta did not. Broly is just not a situation where you hold back, especially when you see SSJ2 Gohan is already getting overpowered and you're yourself confident you're better than that. Nothing relevant happened inbetween Broly's second movie and Buu's saga. Neither between Bojack and Broly's second coming. Therefore, the most likely scenario is that he got it with the Majin Power-up. Axalon and fooshin had a debate regarding this (Or was it about Dabura vs. Perfect Cell? Either way it derailed many times into Vegeta and Gohan SSJ2's) and they concluded that in DBZ (not DBM!) he definitely had to have it (at least rudimentary) by the time of the tournament, since there was no canon "Broly movie" to use it as a chronology statement. Salagir however (likely due to plot devices in the future) decided to take it differently. PM me the links of the posts you want to merge.

Hell.... even Goku during his brief appearance in that Special Chapter, teleported to Earth already in SSJ3 state, considering it truly necessary to defeat Broly. If Goku who is known for holding back, didn't (even to the point of almost being overkill), why would Vegeta? Not to mention this serves as an indirect statement of "Look, this is how MUCH Goku has surpassed Vegeta now". Now we need to ask ourselves why Goku did appear in his super-maximum form (very clearly) yet Vegeta didn't? As I said, he may have had the capacity to transform (just like Gohan had when initially fighting Cell) but the point is he never did so. You simply do not hold out when you're facing a nigh invincible berserker. Moreover, seeing things on retrospective, this set a precedent: if Vegeta did actually get SSJ2 with Majin power up, this means we will see severe power ups in everyone: perhaps a SSJ Nappa, a SSJ2 Kakarotto, additional forms for Cooler and Freezer, etc... By the way, this is the full message you quoted: To me it just sounds he's washing his hands after the mess caused by not making Vegeta SSJ2, similar to what he did with the Bra shitfest. Still, what matters are the action done. And the actions were like this: Salagir did not want to spark a long, controversial debate about whether he was SSJ2 or not, so he found a "softcore" way to make him not SSJ2 (remember he still never transformed, not even after finding Trunks near dead) while still deflecting the complains.

The only thing I wanted to say that it is not 100% confirmed, as you stated before, if the author literally states that it is not. Completely devoid of my own opinion on the matter. (Your reasoning itself for why DBM Vegeta did not have SSj2 at that time is completely solid alongside your explanation for Salgirs weird attempt to not pick a side but kinda still doing. I just never argued against that reasoning in my previous post.)

Axalon covered all the evidence that I had in mind. The only thing I would add is that Vegeta was able to transform into SSJ2 at will after the Majinization so that led me to believe that he already had some training in the form before that. When Goku encountered Future Trunks, Trunks asked if Goku could transform at will and Goku told him that he couldn't at first but eventually learned how to control it. That's also why Gohan struggled with SSJ2 during the Buu saga because he barely had any training after unlocking SSJ2. Gotenks is a less straightforward example but I think he follows the same principle. The Fusion Dance gave them a big power-up but they still needed to figure out how to transform into SSJ as Gotenks. Babidi's spell only increases their power but Vegeta didn't have any prior training in SSJ2 then he would have to rely on activating the form with rage like Gohan. He was able to transform at will against Goku and against Kid Buu. I don't know if he kept the Majin boost after he died but if his first time turning SSJ2 was against Goku then I don't think his 2nd time ever transforming into SSJ2 would be that easy for him.
