DBZ character most like the Joker?

So I'm curious, which character in DBZ do you think is the most like the Joker? Personality-wise, I mean, and not counting the Clown God of Destruction since we don't know a lot about him yet and he seems based off of the Joker anyway.
As far as big bads go I'd say Fat Buu has some of his clownlike personality traits (before he expelled his evil I mean) while Frieza has a similar psychopathic side.
