Lets think about this. He has what is arguably the most powerful ability known to DBZ, and he could have switched with Frieza at any time he wanted. We've only ever seen him beat up and steal bodies from enemies of Frieza, and he's actually really respectful and dedicated to him, and he cares about his team. What if Ginyu only follows Frieza because he believes he's actually working for the greater good? I mean Ginyu isn't really around him all that often, and as far as he does know Frieza has killed off a dangerous race once it couldn't be controlled, spared some of the survivors he trusted he could still control while even being kind enough to spare them the knowledge that he had to brutally murder them, then killed one of the survivors (Vegeta) of said dangerous race once he betrayed them, then went to the trouble of using his final form while only destroying Namek as a last resort to deal with the same Saiyan that trapped him in a frog. Even what he saw of Frieza in Super could be interpreted as the invasion of a planet that nearly destroyed an empire governing the galaxy.
So what if Ginyu sees Frieza as a well-intended dictator of some sort? Again he didn't see a whole lot of Frieza's truly evil actions firsthand so his admiration of him could have blindsided him to Frieza's true evil and selfish nature.

I'd say he somehow is good. Or at least, good enough. Ginyu was killed along with everyone else when Kid Buu destroyed the Earth, then resurrected along with the likes of Pilaf (somehow) when the Earth was brought back.
However evil Ginyu or Pilaf may be, they're good enough that Porunga revived them. Might be a case of "exact wording" working in Pilaf's and Ginyu's favor, and letting Porunga define what's "evil" and what isn't.

Eh, Ginyu's revival under Porunga is most likely more attributed to him being an animal rather than a person. While yes, a sentient animal, an animal nonetheless. Ginyu was pretty evil honesty, sure he cared about his personal men but he had no issue killing off some random Frieza soldier just because they didn't pose right. And he was all too happy to join Frieza again upon taking Tagoma's more powerful body and didn't even give a rats ass about what happened to Tagoma. Ginyu is far from good honestly.

Then again, Vegeta's done far worse things than we've EVER seen Ginyu do and was able to turn around rapidly enough to be restored. Perhaps Ginyu learned some measure of humility being a frog, enough for Porunga to revive him, then LEAPT at the chance to rejoin Frieza since that was his only opportunity at a normal life.

I can't but feel that, if under different circumstances, Ginyu & his force would've been valuable allies to the Z-crew. They weren't particularly overly good or evil from what we saw of them, they were more or less following orders. They're kinda like the most elite of stormtroopers if that makes sense.

I think it boils down to the old saying, there is no true good or evil. Heck Goku is the most "good" character in DBS and he just jeopardized the multiverse for a new challenge, and he wants to recruit his worst and most dangerous enemy and put the existence of all of his friends in his hands, not to mention give him a chance to use the most powerful wish-granting Dragon Balls in existence.
