Did Toriyama forget tails or not?

Since being told to take this to the forums, I figured this would be a good spot to hold this discussion.
To take from my last post about it on the forums, no, I do not believe that Toriyama forgot tails, but rather, wrote them away once they stopped being convenient, or in Goku's case, because he hated tails and found them to be an annoyance. We could assume that the reason as to why Raditz, Nappa and Vegeta wore their tails like belts, would be because that would be easier to draw, though I will fully admit that this is speculation.
As for proof however that Toriyama did not forget tails, well Daizenshuu 4 is a great contribution to this, first of all there is the concept sketch of SSJ3 Goku:
In the most right image we can see that SSJ3 Goku was originally going to have his tail, this is a clear indication that Toriyama did not forget tails, and even considered bringing them back for the SSJ3 form. Something GT later ended up using for their SSJ4 form.
Then there is the implication from that same Daizenshuu that Goten and Trunks were purposely designed to not have tails:

Now, last but not least, in one of the many interviews that Toriyama has had, he revealed that it was true that he hated drawing tails and was actively seeking ways to remove them:

I personally believe that this is sufficient proof that Toriyama did not forget about tails, but rather had them removed purposely whenever he had the chance, heck, even Gohan's first tail removal supports this, only growing back during the fight with Vegeta (no doubt for convenience sake, as well as the second tail regrowth was purely an anime filler thing).
In any case, this is my thoughts on whether or not Toriyama forgot tails, in which I say..he did not. What are your thoughts?

It’s true. (laughs) Goku was originally an actual monkey in the initial sketches, after all. My editor told me, “Without a tail, he has no distinguishing traits,” so I added a tail. That tail I added was such a nuisance when I was drawing, I couldn’t stand it… so I immediately thought up an episode where his tail gets cut off. (laughs)
