Oh hell yeah it is OP. With enough practice to be able to use higher and higher levels of the Kaio-ken without it affecting him as much, he could reach crazy insane levels of power beyond what he's already reached. I'm mean imagine if he could perform SSJB Kaio-ken x5, or x10, or x20. He'd be insanely strong. Remember the Kaio-ken affected him similarly back in the Saiyan and Namek Sagas when he used it to heights that exceeded what his body could handle. With enough training in use of the Kaio-ken with SSJB, he should similarly be able to master higher multipliers of the Kaio-ken like he did when he was using it prior to accomplishing the SSJ transformation. Remember in Namek Saga, he was able to max out at a x20 Kaio-ken. If he could do that with SSJB and possibly even go higher with more and more training, then the levels of power he could accomplish are pretty much endless. Remember the only reason he never went higher than Kaio-ken x20 was because he got Super Saiyan, which was a better power boost being a x50 without the risk of putting too much stress on his muscles.
I think I'll end it there otherwise I might just start rambling if I hadn't started to do so already.

Now that I consult the thought, yes, it is very Over Powered, I was so caught up in how difficult it was for him to sustain the form that I didn't consider training. Yea I could see with enough training he could make it last longer, but I think it would take a long time to do, seeing as practically folding your power by 10, and Goku's power at SSJ Blué is intense.

Short Answer: No Long Answer: Yes but not really. The same question could be posed (without using hindsight mind you) for every time Goku received a substantial powerup in the story. "Is the Kaioken technique OP? What about the Spirit Bomb?" "Is Super Saiyan OP? Even Goku using KKx20 and the SB couldn't defeat Frieza, but now he beats him up no problem." "Is Super Saiyan 3 OP? He just had that fight with Majin Vegeta and everything, but now he's got another transformation on top of that. Now Gotenks is doing is too." "Is Super Saiyan God OP? He went from losing to Beerus in two hits to almost breaking the universe." Etc, etc, etc. Super Saiyan Blue Kaioken is just the latest in the phenomena that is Dragon Ball Power Creep. It's a tool, one used to up Goku's power to meet whatever opponent he winds up fighting in the story that his previous power creep powerups couldn't handle. It's classic shonen. As with all these powerups though, eventually he'll hit a point of diminishing returns with this one and then get another one (cue Vegeta RAGE) as time goes by, usually with the side effect of leaving everyone behind while they have big anime camera pans and gasps and mumbled sentences of exposition at how strong Goku has become while Vegeta vows to not get left in the dust and everyone else kind of gives up and goes on with their lives. TL;DR: SSBKK will be OP until it isn't anymore. Then Goku breaks up with it and moves on to his next fling.

Yeah, but initially Kaio-ken x4 was very difficult for him too. That mixed with a little beating from Oozaru Vegeta put him in the hospital in a full body cast until he received a Sensu Bean. Then a little while later on Namek, he didn't have too much trouble maxing out at Kaio-ken x20. Moving from x4 to x20 in a very short span of time is absolutely ridiculous and I really don't see why that sort of thing won't happen again. Though this time, there is time in between that is maybe slightly greater than or around equal to the span between him eating the Sensu Bean in the hospital and his fight with Frieza. I'm sure during the ToP, he'll be forced to bust out an SSJB Kaio-ken x10 or maybe even x20 to compete with the likes of Jiren and other contenders much stronger than Goku.

It could be overpowered if Goku decided to use the Super Dragon Balls to rid the technique of all weaknesses and drawbacks. That way he could potentially use a kaioken times one-hundred in Blue, which could be scary and amazing.
Other than that, the restrictions make it a risky move unless the super anime makes it more easier to use.

Personally I think as long as there is still a weakness of putting too much strain on Goku's body to spam than it is fine. An ability in anime can be as absurdly powerful as someone wants it to be as long as there is a weakness or cost to use it to prevent it from being spammed all the time. Super Saiyan God Super Saiyan and Kaioken combo can become overpowered if Goku eliminates the initial weakness and can spam it whenever he wishes, unless they up the power scale to keep the combo from being overpowered. Of course that would require Vegeta to gain something similar to keep up with Goku though, otherwise this will become like GT.
