If I've understood correctly, the basic idea behind this premise--"once Goku goes Super Saiyan, he is the only Super Saiyan for a thousand years"--is to keep Super Saiyan a meaningful transformation. It became a Bargain Sale later on and not even useful, requiring advanced variations or ascended forms for the Saiyans to keep up. It really cheapens the impact of the series' single most powerful moment, the transformation against Frieza. The biggest difficulty, though, is avoiding the "GT problem:" if nobody else can achieve Goku's level, and Super Saiyan's always going to be relevant, you have to find ways to either 1) make Goku not fight, or 2) have other characters be relevant despite being way weaker than he is. Else he'll become the only person who does anything. This happens whenever there's a story where one character is massively more powerful than the others (like Superman in the Justice League), though it was especially noticeable in GT. The GT problem is always a factor I tried keeping in mind, especially given the premise. Unfortunately, given that this wasn't a COMPLETE rewrite and more just a slightly altered take on things some of that influence is still present. I would've liked making someone like Tien more relevant, but he's hard to squeeze in unless you start altering more of the story than I cared to. Even as early as the Saiyan Saga Goku was just a dominating force (it's over 9000!!!!) compared to all his friends by leaps and bounds. By the time of Namek he'd already jumped up to 90,000 without the use of Kaioken. Super's also running into this same problem. Goku and Vegeta have god ki and everyone else...doesn't. To try and fix this they brought back Frieza who just has boatloads of normal ki and brought Gohan back and revitalized his potential, but it's still mostly the Goku and Vegeta show at this point. Gohan's the most powerful side character, Piccolo and below are all side characters now and Frieza is currently the wild card. You have characters like Hit and Jiren, but they're more a rival antagonist and an antagonist respectively.

Resurrection of FriezaSo at last we come to this...and you know what? Keeping the power scaling relatively lower makes this story make a lot more sense just because the power creep isn't as absurdly large. As of the last update, Goku was able to entertain Beerus enough that the planet was spared, though the transformation into Saiyan God was a lot more costly and took Goku a little while to recover from.
Pre-Game:
Following his recovery back into fighting form Goku has gone off to train with Whis. Uub has been placed in the esteemed hands of Piccolo in the meantime, whose more harsh methods of training are yielding great dividends for the growing boy. After a prank gone a little wrong, Piccolo decides there's only one thing left to do in retaliation, declares he's found the perfect sparring partner for Uub and then locks him in the Time Chamber with Gotenks. Some say that if you listen faintly, you can still hear the screams of NOOOO in the wind to this day, echoing across the land. Vegeta I wouldn't have go to Whis, and instead I'd have him continually do his own training. It's worked for him in the past, I don't see why it still wouldn't work for him now.
A large ki is then sensed, which is of course Frieza's imminent return to the planet for the second time. Here Frieza was resurrected some time after the Buu Saga. He has been training since that time. I'd keep the bits about him being a prodigy who just never trained before. A spaceship then lands on the planet, and Piccolo, Gohan, Vegeta, Krilliln, etc all fly over fearing the worst. Instead of Frieza, they are greeted by the sight of none other than a Saiyan--Vegeta's little brother Tarble. Tarble in this timeline is the leader of the Resistance against Frieza and is a bit stronger, more physically fit and scarred (physically and mentally) than his mainstream counterpart. He tells the story of how everything was going fine for a while until Abo and Cado started bullying the remnants of Frieza's empire in a bid for control. Bad as they were, it went from bad to worse when Frieza himself returned, put the two in their place and started the nightmare all over again. Out of options, Tarble has arrived ahead of Frieza to warn his brother about the space tyrant's arrival. Not seeing the legendary Super Saiyan there, he urges everyone to flee but an offended Vegeta says he's confident that Frieza can be handled now. Tarble doesn't believe him, but a quick power-up from Vegeta that breaks Tarble's scouter convinces him. Goku can't be contacted yet, so the other Z Fighters trust Bulma to try and get him while they go off to meet Frieza.
The Battle Begins:
Frieza arrives in force, flanked by an army of cannon fodder and his core group of advisors/key minions. Among them are Tagoma, Shisami, Sorbet and the Abo and Cado brothers. The cannon fodder minions go first of course, and here is where all the Z Fighters are able to have one last hurrah. Tagoma and Shisami go next and cause a little more trouble. Roshi, Tien and Krillin eventually lose against the two and then Piccolo steps in and dispatches both of them. Frieza smiles and remembers Piccolo of course and looks forward to thrashing him. Goten/Trunks and Uub have in the meantime exited the chamber, refreshed and flown over to the battle upon noticing all the large ki. They arrive just in time to see Piccolo defeat Tagoma and Shisami. Abo and Cado step up and face off against Piccolo and Gohan.
Unfortunately, Gohan's long since been retired for years now and his power just isn't what it used to be. Abo is too much for Gohan to handle and Piccolo ends up fighting the both of them together. He does fairly well which surprises Frieza, though Abo and Cado then fuse into Aka, which Piccolo starts struggling with. Seeing this, Goten and Trunks fuse into Gotenks and then Aka and Gotenks begin fighting. Gotenks defeats Aka after a tough fight, though promptly de-fuses after. Given that in this version of events we're into DBGT ages when it comes to characters, Gotenks is of course a teenager. De-fusing gives us teen Trunks and Goten. Frieza sees Trunks, who looks basically exactly like Future Trunks at this point, and immediately just starts losing his shit. Then he sees GOTEN who also looks like Goku because I'd have had him keep the resemblance up in his teen years and then just loses his mind. Seeing Trunks and Goten is enough to get Frieza to stop sitting around (all his minions being defeated may also have had something to do with it) and join the battle personally.
Frieza, Frieza, Frieza:
Before Trunks can react, he suffers a devastating kick that sends him flying. Goten takes a Death Beam to the shoulder and starts taking a brutal beating by Frieza. Gohan tries intervening but gets swatted away for his troubles. Piccolo also jumps in, and Frieza obliges him by transforming into his second form, for old times sake. To his surprise, the battle is a lot more uneven and Frieza skips his third form altogether and just jumps to his Final Form. It's then that it becomes truly apparent that Frieza's power has increased a great deal. Piccolo is able to put up a fight, to which Frieza compliments him in that haughty, snarky Frieza manner, but in the end is no match and is defeated by the tyrant. He does learn that Goten isn't actually Goku, but is nonetheless delighted that he was able to cause his son so much pain. Uub, who has been standing on the sidelines with a severe case of nerves can't stand sitting on the sidelines anymore while everyone else is getting hurt or worse and thus attacks Frieza for what is his first real battle. His nerves from an actual life-and-death fight stopped him from joining in previously. I don't count his epic loss to Beerus since Beerus just thrashes everyone so quickly.
Frieza of course has no idea who Uub is. An enraged Uub puts up the best fight so far out of anyone against Frieza but ends up also being defeated. Just when it looks like all is lost Frieza notices Vegeta and Tarble standing off to the side. Feeling extremely gracious in victory, Frieza extends his hand and offers the two an invitation to join him once again and that he'll forgive their transgressions if they only lead him to Goku so he can exact his revenge. Vegeta looks as if he's about to take Frieza's hand, but instead punches Frieza in the face. Vegeta remarks that it's been 30 years since their last encounter and his power has grown greatly. Vegeta and Frieza begin fighting. Vegeta's power has indeed grown stronger over the years, enough to where Frieza actually starts taking the battle seriously for the first time. Vegeta is feinted into using one of his big ki blasts which Frieza then takes advantage of by having Sorbet shoot him from behind. Frieza then responds with a flurry of Death Beams. So kind of like the part in RoF where Gohan gets tortured, except this time it's Vegeta. Sorbet praises his lord for his imminent victory, but then gets killed by Tarble.
Just as Frieza remarks just how deja vu this all feels as he's torturing Vegeta, Goku arrives.
The Rematch:
While all this fighting has been going on Goku has been training with Whis--who as in canon is still fishing around for the successor to Beerus and sees potential in Goku. Bulma is eventually able to get his attention and delivers the news about Frieza. Goku can't get a lock on with his IT due to just how far away Beerus' home is, so Whis offers to take him there since he planned on eating that delicious looking strawberry sundae of Bulma's anyway (while also curious to see how Goku fares against the new and improved Frieza). Beerus tags along as well, hoping that maybe he can get Frieza to start destroying things again so he can take more naps.
They arrive on Earth. Goku uses IT to immediately head over to the battle while Beerus and Whis indulge themselves in a little dessert. Goku's arrival causes Frieza to toss Vegeta aside like a discarded toy. Frieza's anger reignites once again at seeing Goku (the real one this time) and he talks about his suffering in hell and his training and blablabla. Goku says he's been training too, and goes FPSS1. The two begin fighting and Goku has the upper hand. Frieza remarks that he expected this. It isn't often that you go from the most powerful being in the universe to losing to some monkey, so the memory stuck with him all these years. Frieza then reveals the fruits of his training, his Golden Form. Goku's response is to simply go SS2. Frieza initially has the upper hand, but it isn't a devastating lead.
Though Frieza's power has increased as a result of his Ultimate Evolution, Goku is able to keep up with him. Unnervingly to Frieza, Goku's expression isn't the same as last time. Last time Goku was filled with rage. Here Goku is...stoic, despite currently losing the battle. Unbeknownst to Frieza, this is a result of training with Whis. As mentioned previously, Goku's experience with god ki was a bit of a mess. Saiyan God was a fantastic powerup, but the method of using god ki greatly differed from regular ki and Saiyan battle instincts. Goku's natural fire conflicting with the tranquil serene pool of god ki. Thus, his training with Whis was to try and achieve that serene battlefield awareness. This also ties in with what Whis told Vegeta and Goku in canon about the body moving independently. Because you're calm and relaxed your fluidity is simply better.
Goku doesn't quite have the knack of it yet, but he's trying. His relaxed state also affords him even better control of the Super Saiyan states, which he reveals to Frieza's horror when he simply powers up and matches him. Frieza ends up running out of juice and powers down back to his Final form. In a fit or rage he tries destroying the planet, only to suddenly disintegrate. He turns and the last thing he sees before being fully HAKAIed is Whis and Beerus approaching, having eaten a delicious meal and turning up in the nick of time to see Frieza almost destroy the source of the greatest food in the universe. Beerus lectures Goku about being caught off-guard like that. Whis says serenity alone on the battlefield isn't enough, one needs wisdom and (insert fortune cookie stuff here). Beerus then complains and says it's Goku's fault for Frieza almost destroying all the good food (secretly mad that in his haste to save the food he got rid of the one guy who'd do his job for him) and walks off in a huff with Whis behind him.
Goku apologizes for being late and all, but is nonetheless happy that his friends were strong enough to last as long they did. He's especially proud of Uub and Vegeta, saying with just a little more training he might not have needed to even be there. Everyone else is just glad that they're all alive, Vegeta being in the worst shape, and then someone makes some kind of lame joke and everything ends as Frieza begins suffering in hell once more.
So that's it for DBZ. I could do more but that's going into DBS territory after that and even doing this awful part of the canon was meh. I tried to avoid making Goku vs Frieza just a rehash of their Namek battle while keeping in mind what Whis was originally trying to teach Goku, but it was ehhhhh. The original story was pretty much a joke to begin with so it was a bit tough.
