Realistic power level scaling

So, in super, gokus base power level never surpassed freeza, and this is true of the manga and anime before the god ritual.
Who wants to start guess-timating power levels with this model in place?
Lets start with the garlic junior arc.
Garlic junior start- 280
kami-290
popo-1030 (was defeated due to the energy sapping ropes applied by henchmen)
Henchmen at start- 100-200 variances
krillin-20k
gohan- 1 million.
piccolo-1.1 million with weights
no weights- 1.3 million
roshi-139
yamucha-32k (he did train with kaio in the filler and beat recoome, but he gets weaker than krillin later on so don't be too mad he's stronger than krillin right now)
tien-NA
choutzu-NA
Garlic junior with makyuu world power up- 800k and rising.
Henchmen with makyuu sei power up- 20k-50k and rising
roiding out-500k and rising
Gohan when mad- 1.5 million and rising
Super garlic- 1.8 million and rising
Super piccolo-
1.5 million, but due to garlics speed loss, still kicked his ass
Weakened piccolo due to kami- 1 million, still doing well vs garlic due to his speed loss due to giant form.
Gohan full power enraged- 3 million
That's what I think. I realize it's filler, and power levels are ridiculous, but I think that might make sense, and gohan did not use his full power at all times either due to not being able to draw it out, or wasn't angry enough. So low level thugs like the spice monarchs were able to put up a good fight due to their power level rising as well as other reasons. Piccolo distracting gohan was another reason he might not have just one shotted everyone.
