At last, it is time for the fallen saiyan prince to once again reclaim his royal birthright in our hearts. All ye peasants, bow down to the might of a super saiyan destined to emerge in over a thousand years. And for that, witness his awesome power while we debate on...
~How Strong Is Vegeta~
But before we analyze his incredible prowess in the multiverse tournament, we must first analyze his last known power level in the actual series itself. Brace yourselves, because this will be one bumpy ride...
Past History
By this point in time in Age 774, Vegeta was a well established Super Saiyan for over seven years who fought and defeated many powerful adversaries. With it mastered along with having Super Saiyan 2, he was among the most powerful fighters alive and was only bested by Goku, Ultimate Gohan, Gotenks, and any fusions with Goku on the Z-Fighters team. Regardless of this, he does many impressive feats in the Buu Saga that pushes him beyond the edge of his limits. Some of his feats includes...
1. Defeating Majin Pui-Pui effortlessly while on being in base form.
Note: I am a believer that Pui-Pui is vastly weaker than 100% Final Form Frieza from the namek saga since Vegeta still does not topple that power in base. Nonetheless his strength alone is still enough to easily crush the zoon-seijin.
2. Achieving the Majin power-up to become absolute equals to Goku, though he is still inferior to his super saiyan 3 transformation.
Note: Unfortunately, Vegeta loses his majin power up later on upon dying, thus returning him back into his previous level of power. Thus he becomes weaker than Goku once again in the same state. Also no zenkai's occur.
Note 2: I still believe that Goku is still stronger than Majin Vegeta thanks to him losing so much power from his fight against Yakon. But this alone is a debate on its own.
3. Tangling with Fat Buu for a good while, though he is still inferior despite being a magically augmented Super Saiyan 2.
4. Surviving against Buuhan, who vastly overpowers him.
5. Anime-wise, fighting against Super Buu along with Goku in the djinn's stomach.
6. Surviving against Kid Buu while getting a couple of hits in.
When all was said and done, Vegeta at the very least vastly surpassed Super Perfect Form Cell and Gohan during his teen days (and most of his appearances in this saga besides his Ultimate appearance). He is still weaker than Goku in the same state, which was solidified in the anime. During the Kid Buu fight, Goku can do this...
With Vegeta only managing this...
And that is a big difference in power in the same state against the same opponent. And since he lost his majin power-up, he will fare even worse against initial Fat Buu. So by this point in time, Vegeta will lose to any version of Majin Buu, even against Fat Buu from splitting from his evil half most likely. I mean look what Fat Buu accomplishes against Kid Buu...
But despite his limitations and lost of augmentation in this arc, Vegeta still has room to improve and does just that, which is improving.
In DBM right before fighting against Majin Buu, Vegeta fought off against Broly who has returned to exact his vengeance. Despite not attaining Super Saiyan 2 yet (gets it from his majin boost according to DBM lore), his mastered SSJ form is still strong enough to tangle against SSJ Broly evenly, who before could shrug off a kick unharmed as a ASSJ. This is quite impressive, considering the fact Broly has become even stronger since the last time they fought.
But when Broly ascends into his legendary state, Vegeta is powerless to stop him. But Vegeta becomes impressed when Gohan becomes a Super Saiyan 2, which confirms he is weaker than either in their ascended states. And thanks to a plan conjured by Piccolo, both he, Gohan, and SSJ3 Goku finally manage to kill Broly once and for all.
So by this point in time, it appears that Vegeta has still failed to surpass Super Perfect Cell, but his power is most likely greater than Goku's during the Cell Games. Hell it might be equivalent to Teen Gohan's or even better according to DBM, though SSJ2 is still out of reach. Also it appears that Gohan is equivalent to Vegeta, which contrasts in canon that Vegeta was stronger than Gohan in the same state. Nonetheless Vegeta has still improved, which is all that matters in the end. And when the Buu saga drops, he definitely becomes even more powerful.
Ten Years Later (Age 784)
Vegeta has kept up his training and appears to be both calm and composed. Since Uub has appeared in the budokai tenkaichi, we are unsure if Vegeta is exactly equals with Goku yet. But in all likelihood he is, though Super Saiyan 3 still alludes him. By this point Super Saiyan 2 has been most likely fully mastered, and has probably surpassed his level of power when he was a possessed majin. Thus defeating the likes of Fat Buu should be within his power, though these are just my assumptions.
One Year Later (Age 785)
Vegeta's power level has increased dramatically since his fight against Buu eleven years ago. Now he is definitely equivalent to Goku in the same state, and can even push him back while taking the advantage. So at the very least Vegeta can fight against the likes of both Fat Buu and Kid Buu much more smoothly, though it is possible that his strength is even greater than even that. His might is still vastly lower than Ultimate Gohan's, but it gives birth to the idea off achieving the Elder Kai's unlocked potential itself in order to attain something new that surpasses super saiyan 3.
Note: It is unknown if Vegeta has attained super saiyan 3, but it is obvious he has the potential to have it if he wishes to possess it.
Excerpt (chapter 3) [Fight with Goku]: Eleven year old Uub and five year old Pan were amazed at what was taking place before them. Two of the greatest warriors in the universe, Goku and Vegeta, were fighting in front of their very eyes at Super Saiyan level two. Uub had known Goku was powerful since the first time they'd fought at the Budokai, but he had never seen him display this level of power.
'How could Goku-Sensei possibly expect me to become his replacement?' he wondered to himself.
Standing beside the apprentice, Pan was equally excited. She'd always loved fighting, and often thought back to her first time in the Budokai. The golden auras, the fire balls, and the roar of the strikes amused her greatly. The adorable youth raised her fists in the air triumphantly and jumped about, encouraging her grandfather to do his best. Gohan, the last of the spectators, sat quietly on the entrance steps watching the fight. He now understood why Goku and Vegeta had asked for the Room of Spirit and Time to be improved. It was because the Earth had suffered great damage from Goku and Vegeta's battle years ago.
"They've improved a lot," Gohan said to himself. "Very impressive."
Their fight lasted for quite a long time, as any true rival battle should. After a extremely intense clash, Vegeta slowly began to gain the upper-hand, delivering more blows than he took. The other Saiyan was beginning to show signs of wear, losing his energy, and the Saiyan Prince even blocked an energy attack from Goku without flinching.
"Vegeta's energy is really impressive," Gohan observed. "But if Dad loses, it's only because..."
Vegeta powered down to Super Saiyan level one and stared angrily into Goku's eyes. "Stop patronizing me, Kakarotto! You're obviously holding back!"
"Huh? Oh, right, well I could go to Super Saiyan three, I guess," the other Saiyan replied. "But the last time I did, our fight ended way too quickly." Goku chuckled awkwardly, scratching the back of his head. "It just wasn't interesting or fun, to be honest. Besides, after all of this time, shouldn't you be able to transform into Super Saiyan three yourself?"
Vegeta's clothes were torn and scorched from the battle, yet he folded his arms across his chest. "TCH! Level three is useless, Kakarotto. I intend to do much better. But if you continue holding back against me, I won't be able to!!!"
"What could be better than having super-long hair and no eyebrows?" Goku laughed humorously.
"Isn't it obvious?" the prince mused. "Super Saiyan three devours energy too rapidly, surely you've noticed. It may be powerful, but its time limit demands a price I'm unwilling to pay. I WILL find a better solution!"
Goku raised an eyebrow skeptically. "But, to surpass level three wouldn't you have to master it first?"
"Perhaps," replied Vegeta. "But it just so happens there is a person in this very room who's even stronger than level three... And he doesn't need a single transformation."
Excerpt (chapter 3) [Fight with Gohan]: There was a brief pause while Goku turned towards his eldest son. Uub and Pan, who were on either side of the half-Saiyan, began to look at him as well. The warrior-turned-scholar seemed somewhat unsettled by himself being mentioned, and he felt equally uneasy from Vegeta's gaze.
"That door is our one and only way out of this place, Gohan," Vegeta announced suddenly, raising his arm in the half-Saiyan's direction. "You had better protect it, understand!?"
"Vegeta, wait! What are you doing!?" Goku interrupted, even as Vegeta continued to accumulate more power.
Ignoring the protest, Vegeta ascended to Super Saiyan level two and continued forming a sphere of crackling energy in his hand.
"Pan!" Gohan shouted quickly. "Get out of the way, fast!"
For the first time in her life, Pan caught a glimpse of the fearsome side of her father that she'd always heard about, but had never seen.
"Big... Bang..." Vegeta began.
"Gohan!" Goku yelled.
"Attack... !" Vegeta roared.
The blue sphere slammed directly into the hands of Gohan, who yelled out as it struck, surrounding himself with a near translucent white aura. The scientist would have been knocked back by the sheer power of the blast, but he braced with his entire body in midair, levitating intensely. Nonetheless, his glasses shattered and his white button-up ripped apart around his body. The ground rumbled deep beneath the white surface as the shock wave of the blast circled around the seemingly endless room, and an explosion of light blinded all in the area. In spite of the massive amount of power concentrated into the blast, Gohan had effectively stopped it on an instant's notice. Apart from two mere yards of rubble left in the blast's wake, there was no damage; there was only the faint white smoke that rose off of Gohan's unscathed hands. The retired warrior had not been damaged in the slightest by the attack; there was neither blood nor even the slightest scratch anywhere on him. "You see, Kakarotto? That is exactly the kind of power I'm talking about," an exhausted Vegeta said, letting his hair slowly fade back to black.
"Vegeta!" Gohan roared through gritted teeth. "You...You...!!" The man couldn't even find the right words. He was equally astonished as he was filled with unbridled rage towards the reckless Saiyan Prince. "So THIS is why you practically dragged me here!?" he growled.
"Don't be such a baby," Vegeta replied, ignoring the question. "Piccolo will be able to fix your clothing when we return. And as for your girl, she's perfectly fine, you yourself saw to that." Vegeta approached and placed a hand on Gohan's shoulder, much to the surprise of the half-Saiyan. He allowed a small grin. "Besides, I've dreamed of doing that for more than ten years," the prince chuckled. "Don't be too angry with me, hehe."
Goku finally spoke again, breaking the tension as he walked towards the other two. "But, Vegeta, Gohan has the power of the gods in him. His strength has nothing to do with train—"
"You and I are finished," Vegeta announced, cutting Goku off. "No more of this sparring. It seems I will never find a stronger opponent, so I will just have to find the answers by myself."
And with this, Vegeta continues to train even more for the next nine years. Presumably and obviously he attains even more power, thus becoming a even greater force of might that makes him stand out.
Also Goku hints that he might be just as strong as Gohan. And if Vegeta can attain a power similar to SSJ3 Goku, perhaps he too will surpass Gohan as well.
Excerpt (chapter 3): "Yeah, Gohan doesn't really enjoy fighting," said Goku. "I'm proud of how strong he is, but he hasn't really trained since the fight with Cell... It's kind of a shame, actually."
"Is he... Stronger than you?" Uub asked.
"Well," Goku shrugged, "he was ten years ago, that's for sure. Since then, Vegeta and I have trained extensively every day. Uub, even you haven't seen my true power yet--nor have you seen Gohan's... But I can see you becoming as strong as him someday!"
Right Before the Multiverse Tournament (Age 794)
It is clear as day that Vegeta has kept up his training like there was no tomorrow.
Excerpt (chapter 2): It was essential to Vegeta that he train each morning at the crack of dawn, though the Brief’s house could attest he was usually up well before that. Over a decade ago, when he’d first come to Earth, he’d trained inside a vessel his father-in-law had built, one which could simulate artificial gravity much stronger than normal. Following his many battles on Earth, particularly against Goku, he eventually requested something entirely different. His objective was both to push himself further than ever before and also to mask his progress from the other Saiyan. In fact, Vegeta wanted to be cut off from any and all distractions of the Earth—not being able to sense others was a price he was glad to pay for his own privacy.
After several months of planning and a good deal of trial and error, Dr. Briefs finally came to Vegeta with his schematics. According to his design, he would create a secret room under the Capsule Corporation as the prince’s new training facility. While the convenience and dramatically improved gravity settings were undoubtedly pleasing to Vegeta, he was quite disappointed to learn that the technology to hide his Ki did not yet exist in this world...
Unwilling to accept that hinderance, Vegeta even went to Dende’s lookout and inquired about the dragonballs—his wish being to ask for the technology to shield his Ki signature. However, Piccolo and Dende flatly refused his request, claiming it would be a grievous misuse of Shenron’s power. While this angered the prince, the Earth’s guardian made amends by offering him use of the Room of Spirit and Time as often as he liked. The other-dimensional training ground had been rebuilt to allow guests to remain inside for a longer period of time. Since that time, Vegeta had developed a habit of alternating between his new training room under Capsule Corp and the Room of Spirit and Time.
When Gohan decided not to participate in the multiverse tournament, Vegeta couldn't help but boast he has surpassed Gohan. While it is unknown if he was being honest or simply making a snide remark, but Gohan scuffs it away as nothing more than a joke.
Excerpt (chapter 2): "Gohan," said Goku, "are you sure you don't want to enter the tournament?"
"Yeah," replied Gohan. "I've stopped training for too long and haven't been in a fight in years."
"But with your power alone you could probably go far in the tournament," said the young Uub.
"Forget it!" Vegeta intervened. "Gohan is worthless. I could beat him with my eyes closed!"
The remark made Gohan smile. "If it makes you happy to think so, Vegeta."

While the convenience and dramatically improved gravity settings were undoubtedly pleasing to Vegeta, he was quite disappointed to learn that the technology to hide his Ki did not yet exist in this world...
Unwilling to accept that hinderance, Vegeta even went to Dende’s lookout and inquired about the dragonballs—his wish being to ask for the technology to shield his Ki signature. However, Piccolo and Dende flatly refused his request, claiming it would be a grievous misuse of Shenron’s power. While this angered the prince, the Earth’s guardian made amends by offering him use of the Room of Spirit and Time as often as he liked. The other-dimensional training ground had been rebuilt to allow guests to remain inside for a longer period of time. Since that time, Vegeta had developed a habit of alternating between his new training room under Capsule Corp and the Room of Spirit and Time.
When Gohan decided not to participate in the multiverse tournament, Vegeta couldn't help but boast he has surpassed Gohan. While it is unknown if he was being honest or simply making a snide remark, but Gohan scuffs it away as nothing more than a joke.
Excerpt (chapter 2): "Gohan," said Goku, "are you sure you don't want to enter the tournament?"
"Yeah," replied Gohan. "I've stopped training for too long and haven't been in a fight in years."
"But with your power alone you could probably go far in the tournament," said the young Uub.
"Forget it!" Vegeta intervened. "Gohan is worthless. I could beat him with my eyes closed!"
The remark made Gohan smile. "If it makes you happy to think so, Vegeta."

With everything said and done, Vegeta has obviously became even more powerful than before. And some of the fruits of his training is displayed in the actual tournament itself.

After meeting the likes of universe 13 and 16, Vegeta laments Uub after winning his match before watching Nail fighting against Recoome.
Upon being called in to fight against a weaker counterpart from universe 10, Vegeta enters his very first match in the tournament. And against King Vegeta, Vegeta easily defeats him without even trying. Even when he becomes a great ape, Vegeta easily defeats him before walking back to his universes balcony as the undisputed winner. Thus unfortunately, no true scope of his gains were seen in this match.
And for the rest of the first rounds first half duration, Vegeta is either planning out his future matches or is bickering with Bra. Thus nothing really new is shown.
Until Broly comes into the picture...
As a precaution, Vegeta helps with the lower level people in his universe to the balcony as he mentally prepares for a war with Broly. When he finally goes on a rampage upon waking up, Vegeta at first was protected by Gohan, but gets into a combat stance when Broly charges after them.
But was saved from the actual fighting when Vegito intervenes on his behalf. So unfortunately, no battle between a much stronger legendary saiyan does not take place. While witnessing their battle, Vegeta is simply amazed by their incredible power and has a hard time believing his own eyes. When Vegito finally wins, Vegeta is simply in awe of his amazing power and concludes that he is stronger than everyone, including himself. Yet despite saying this, Vegeta was one of the few to maintain his footing during their energy beam clash, thus showcasing his impressive durability.
So when the match is over, Vegeta is easily weaker than either Vegito or Broly in the tournament. But then again, the same is nearly applied to everyone else, so it is not a great way to gauge Vegeta's power. Especially considering he has never fought either of them. Still Vegeta refuses to give up, and simply observes the matches while sensing the battle with U16 in space. Or simply getting mad that a beautiful person lost a match.
During the final hours of the first round, Vegeta merely comments on Gotenks incredible power and the fact that Cell Jr is stronger than Super Perfect Cell in Age 767. Thus Vegeta's power effectively stays hidden for the entirety of the first round.
But when the second round starts, Vegeta fights off against Future Trunks who is equivalent to Teen Gohan in the same state. But even when utilizing the lowest output possible for Super Saiyan 2 (still strong enough to easily kill off Perfect Cell), his son does a good job before ultimately losing. With the bulk of his true power still hidden away, Vegeta comes out as the victor who was pleased with his match.
With the match concluded, Vegeta cheers up Pan for her match against Kakarot and is not surprised with Cell's increased power.
And Vegeta remains relatively chill afterwards until he sees Vegito losing against XXI. Despite his initial shock, Vegeta stays in the shadows until Vegito reappears and Buu goes on his rampage.
During Buu's rampage, Vegeta and the other members of his universe are one of the few to successfully manage to block off Buu's absorption goo. Vegeta was a super saiyan 2 all throughout, and was not even using his full power. But what caught my eye is that he refused to use his full power until he fought against Goku. Whether he meant as a super saiyan 2, potential super saiyan 3, or a new form altogether, but it is clear that Vegeta has lots of hidden reserves in his tank.
When the miniature crisis ends thanks to Gast, Vegeta has a comical spat with Goku before seeing his rival stopping a missile-like Bardock from impacting their universe. And unfortunately, Vegeta was not the one to do the honors himself, thus successfully keeping more of his powers at bay.
During his U13 counterpart fight against Dr. Raichi, Vegeta briefly became enamored at killing a version of Kakarot, but later on he appears to be uninterested in this entire match. Also he looks bored when Porunga was summoned, and simply does nothing else until the third round begins. Thus the true bulk of his power is once again hidden from plain sight.
During the third round, Vegeta was unimpressed with Frieza's power and knew he would lose in two seconds. And he was right, technically.
Upon being called in to fight against Kakarot from universe 13, Vegeta was unimpressed and simply appeared to get the fight over with. But when Kakarot successfully became the third known saiyan to ever achieve the golden oozaru form, Vegeta became a super saiyan 2 to battle against the behemouth while muttering "this might be a challenge after all". While it is unknown if he used the full extent of his super saiyan 2 powers, but Vegeta manages to overpower and defeat the ascended Kakarot when he felt like it. Afterwards he gives the saiyan a fatal blow before leaving him at deaths door. Thus a greater portion of his power was displayed, which will be explained more in detail later on...
And Vegeta does little else besides watching Cell's fight, ordering Pan to defeat the majin goons, witnessing Gotenks fighting against Zen Buu (with Goku claiming the former has surpassed them), and worrying about Son Bra when facing against King Cold.
During the final match in the third round, Vegeta was briefly surprised that LSSJ Broly has returned, and becomes pissed off enough that he was about to attack Hatchiyack himself. Along with the fight against Kakarot, I will explain my theory on what would have happened if he did challenged Hatchiyack all by himself.
But with the third round officially over with the fourth one about to start, the majin invasion officially begins with Vegeta being teleported away to presumably battle against a majin opponent. What will happen next will be very entertaining, and hopefully more power will come out of Vegeta in his next match.

And now it is time for the ultimate question of this evening?
~How Strong Is He~
Vegeta without a doubt is vastly superior compared to his Buu saga appearance. Even at low outputs in both in his base and at SSJ2 he won his two matches without any real problems. And with the help of others, he manages to hold back Zen Buu long enough to be rescued from Gast Carcolh magic. And when he fought Kakarot (who in his golden oozaru is comparable to U13 SSJ3 Vegeta, with the latter being equal to Buu Saga Goku IMO), Vegeta has proven that his SSJ2 powers are top-notch and can now defeat the likes of initial Fat Buu, Kid Buu, or even Buu Saga SSJ3 Goku as a Super Saiyan 2 at high inputs. This is incredible, and shows the type of ferocious warrior Vegeta has became.
But it gets even better.
So far it hasn't been stated if he has ever went to "full power" in his super saiyan 2 state. This means that he could get even stronger than what has been shown. And if this is the case, then perhaps that Vegeta as a full-powered Super Saiyan 2 could theoretically rival against base Super Buu all by himself. Of course nothing proves this, but it seems likely that Vegeta will one day reach this level, especially considering the fact he fought against this Buu in the anime and is always training.
But then we have the highly rumored secret form of Vegeta that was inspired by Gohan's ultimate form. If this form does exist and truly does rival against Goku as a super saiyan 3, I can honestly say that Vegeta at full power is damn near equivalent, if not equal to Ultimate Gohan.
I came to this conclusion from the third chapter in the novel when Goku says: "Well," Goku shrugged, "he was ten years ago, that's for sure. Since then, Vegeta and I have trained extensively every day. Uub, even you haven't seen my true power yet--nor have you seen Gohan's... But I can see you becoming as strong as him someday!"
Goku was somewhat implying based on one interpretation that he has already reached Gohan's level. If this is the case and Vegeta has reached a form akin to SSJ3 in addition of another nine years of training when this quote was made, it is safe to say that Vegeta has became this powerful. This is phenomenal, and showcases just how incredible Vegeta is.

But if Vegeta can charge his final flash and fire it during the 15 second interval, the tuffle machine will die from it. That my two cents on that fight.
