So the brolly movie has been out for a while now, so with this in mind, I think we can all take the time to compare old and new brolly, comparing feats of strength, as well as character development.
With that said, lets chart where each saiyan differs, where they are alike, and which one is better.
Bio brolly is not being taken into consideration and if he's mentioned it is merely for the sake of it, though he is not a detriment or a benefit to old brolly.
Starting with strength
New brolly was able to overwhelm 2 ssjb saiyans, golden freeza and it took ssjb gogeta to defeat him, and the only reason he didn't die was because he was whisked away to vampa.
Old brolly was beaten by ssj1 goku who had collected the ki of like 3 half dead saiyans in base form and a namek also beaten down to near nothing. Even if we take into account the classic "hit his weak point from stabbing" it still doesn't take away from the fact old brolly was beaten later on by 3 ssj1 and base form trunks. Still not quite the epic showdown a lssj should have to be taken down.
Monster brolly was taken down by sea water, but before that 2 ssj1 kids were doing quite well before the one stopped to help some random scientists or whatever, to the point they boasted that they could take him down, and they nearly succeeded before their character development kicked in and they stopped fighting to save some random people, which isn't a bad thing on their part.
Power wise in terms of brute force- New brolly 1 OG brolly-0
Durability outside of sheer power, as in "how can this guy withstand things that aren't just punches or ki blasts to the face"?
This category takes into account not mere body endurance from fighting injuries, but also extenuating circumstances such as magic, the vacuum of space, chemicals and so on.
New brolly was shown living on vampa with no trouble what so ever. A planet that took its toll on paragus, a fellow saiyan.
electricity was shown to stun brolly in base form however, so I guess it must have been a lot of juice running through the collar. But it was just ordinary electricity built by scrap parts on a deadly planet with no resources, so thats kinda lame despite being a good plot point of needing to calm brolly.
Old brolly was stabbed by a knife as a baby, and then sensed the planet about to be destroyed, and willed a ki barrier around not just him and his father, and flew to a new planet where he was saved.
Old brolly was shown to be in the vacuum of space blowing shit up so its probably a freshly destroyed planet and not just going about in space at random, so they still didn't need a barrier yet, but old brolly has ki barriers that can not only save him from spaces harmful lack of air but the radiation thats in space in general.
New brolly hasn't shown this degree of durability, while old brolly has.
Bio brolly died from sea water, but has shown some degree of regeneration, but isn't included in this.
New brolly-1 Old brolly-1
Character development
New brolly was sentenced to die from a slow death on vampa. he was saved by his father and they stayed there for like 30 years or more. It was a long time regardless. They met new friends and comrades, and along the way we see parallels between goku and brolly. Both were savages, with little discipline outside of combat training, and didn't have the best of social skills.
We see that bolly isn't a bad guy, and even goku sees this. Hes a wild berserker, who loses himself from pure rage, but is pure of heart when not enraged. He doesn't enjoy battle nor does he want to hurt people. He even tries to save chile for no reason that its the right thing to do.
Old brolly hates goku because he cried. A lot.
(sigh)
And thats about it. He's evil and blood thirsty because he's a bland movie villain that doesn't fit into the main canon and has no real traits outside of being evil.
I get that og brolly and the cribs being next to each other was supposed to be symbolic, like "whoa. they were born on the same day, and even then the one had a power of 10,000 and the other...2. They're so completely the opposite of each other!"
Theres no real development on old brollys part. Unless...
Unless the crying was actually symbolic of gokus nature to provoke and draw out the warrior within brolly. Brolly being too passive and due to goku crying, it wasn't just crying like a baby typically does, he was taunting brolly at his weakness of being too powerless to stop him. "Don't like my crying> well some more! HAHAHA!"
And this led brolly to his dark path of destruction, because he took gokus crying to heart and after some internal baby introspection upon being stabbed, he decided it was time to man up and save not only himself but those who cared for him.
It was only after his father brain washed him and was going to flee on a ship meant for 1 did brolly wake up and realize that not only was there no one you could count on but yourself, but that you couldn't trust anyone. Not even your own father.
This cut into brolly, deeper than even the knife he was literally stabbed with when he was younger and he threw off the notion that concepts such as good and evil were man made and foreign. Illusions even.
It was at this time that brolly decided to focus his efforts onto the one who started this whole thing.
Kakarot.
His intentions were to defeat kakarot and then destroy the comet. Whatever the remaining z warriors were to do after that were irrelevant. He had no ambition aside from being the best saiyajin, and was going to spend his remaining days in peace, in solitude. Meditating.
But then kakarot had to cheat his way to victory by stealing the ki from the likes of saiyajin, puny half breed saiyajin...and a namek? Inexcusable.
And so upon his tainted victory kakarot took off to earth, unaware that brolly had stowed away on a ship of his own.
Much like gokus theft of a ginyu ship, brolly took a spare ship that the slave workers had used, and just as dead tired as goku was, brolly barely had time to activate the ship. the coordinates were...for Earth. The jewel of paragus empire when this plan was finished. Plans that were ironically thwarted by his son.
Brolly consumed by jealosy, and vexed by kakarots ingenuity to use the power of his allies, was determined to settle the score.
However, he was met by less than ideal opponents. Consumed with his burning ambition to defeat kakarot, he still had enough of his wits about him to just ko his frail competitors, and not kill them, to show that he wasn't just some barbarous monster, a brute.
So in turn he found the children of not just vegeta, but also that of kakarot. If he were to toy with them long enough, it should draw kakarot out of his hiding spot so that they could finish their honorable battle. But he met his son instead, and with that said, he figured "meh. Good enough."
And so the 2 locked horns. It truly was a battle of the ages, and when all was said and done, it was brollys honor to finish the battle with no kills. A clean battle with just a simple KO. no blood shed.
Brolly even held back, using a ki attack consisting of several small ki blasts, meant to just be strong enough to knock out gohan and not blow up earth. It was tough, but it could be done.
It was in brollys nature to hold back, not killing videl, not killing goten, and not killing trunks and also not killing krillin who showed up, just slapping him away so that an honorable 1 on 1 duel could continue, and to also not kill gohan, the son of the man who made him what he is today.
But gohan taking a page out of kakarots book, decided that an honorable showman ship of 1v1 was not good enough, so his brother joined in. 2 on 1? Thats not quite fair, but it was fine. Brolly was more than enough to take them down, control himself and not blow up earth. A handicap was fine.
Wait a sec! is that kakarot joining in fresh!? a 3 on 1? As if 2 on 1 wasn't enough! The nerve! Brolly was still able to keep up the pace despite this obvious set back.
It would appear dishonor ran in the family as all 3 members of the son family joined in. And brolly was still more than enough to keep this pace up and avoid blowing up eart...so why was brollys attack shrinking? brolly clearly was shooting his ki into the omega blaster like he had been...
The boy. Kid trunks not content with tackling his full power head on decided to sabotage his attack from the side. his attack that was clearly meant for a no blood shed victory was being tampered with from the side line. He then flipped off brolly in a showing of complete disrespect.
This wasn't an honorable battle. It was a calculated plan on their behalf to thwart any honorable epilogue to this story. There was no growth, no satsfying conclusion, just brutal dishonorable blood shed, with brolly being the final sacrifice. History beign written by the victors, brolly was sent into the sun and any evidence of his kind and upstanding nature erased.
Brolly the villain? No. I say brolly the unwitting pawn of the son family, and their ally the sun.
And bio brolly was a frankenstein monster who was just a monster trying kill people. His death count was more than actual brolly, not counting any off screen deaths, and most of those were while brain washed.
All kidding aside of course new brolly has the better character development.
New brolly-2 old brolly -1
On the appearance of the brollys, this rating category is on my opinion of which one looks better, cooler, or which is drawn better.
Old brolly is drawn quite well. His outfit is unique, and his jewelry around his neck is something I haven't seen often. He lacks any armor which is distinct for movie saiyans, since tllece and paragus had armor. This guy doesn't use nor does he need armor. He is the armor.
Movie 10 brolly seems to have leftover damage from movie 8 on his body, so its not bad as far as continuity is concerned. Bio brolly while looking like a shit covered lssj, is well detailed as well. For a shit monster any way.
New brolly has armor (sigh) but he has a special pelt from his friend BA. ok, not bad. He drops the armor later on, but has weird tights on, and is just another member of the freeza force for a bit in terms of his attire.
New brolly is also drawn well, animates well, but what is with all the CGI? Ugh. I was going to call it a tie, but the CGI ruins it for me.
Point goes to the old brolly for his unique attire and well drawn 2d art for the whole time despite my bias for new brolly over all.

What about musical cues and ost for each character?
New brolly was composed by sumitomo, and he's hit or miss in super, but does quite well in his latest movie. Brollys theme is distinct and unique. His le motifs play when he does things, and the weird shouting is cool when fight scenes go down.
SUPAH BURORI!
Old brolly was done by shunsuke kikuchi.
Its a bit unfortunate how his music was done, because all of brollys ost for old brolly is essentially shared with majin buu. So while its menacing and all that, it comes off as just a means to an end to produce music for the dbz anime series rather than to give brolly a unique sound track for himself.
Its all good stuff, but new brolly is more distinct and tells a story while the other is just classic kikuchi. Its not bad, and I prefer kikuchi over all to sumitomo, but sumitomo hit it out of the park for not just brollys theme for new brolly, but the whole movie over all.
Point goes to new brolly.
new brolly-3 Old brolly-2
Move sets
Brolly and new brolly both seem to have different move sets and styles. But which is better?
Old brolly seems to be just a big dumb brawler with generic ki blasts. New brolly seems to be just the same. So can one be better than the other?
Old brolly can crush a planet in one strike as seen in movie 8. New brolly seems to shatter dimensions, but so could gotenks and buu. That should be easy for a person of his strength by now and isn't really a "technique".
New brolly can learn how to adapt and fight a person and gain strength and draw upon forms in his base form without actually transforming, like his oozaruu power in base and just power up without even becoming a LSSJ.
Old brolly must be a LSSJ to seemingly lose control and dump his excess flowing power. So while its "overflowing" as a lssj, its like a glass of water that has become full and is just ejecting excess water, not being able to contain the water and after a bit just dumps it all out, only to refill and refresh itself. Old brolly seems like he has ki akin to say a cyborg like 17 who has ample ki but has a hard limit and when he hits that limit, he dumps it out. Unlike brolly however, 17 can just use what he wants when ever and doesn't face any set backs if he doesn't fire any ki off for a bit.
Old brolly had that omega blaster attack, which seemed to draw upon his infinitely regenerating ki, but against weak ssj1, it seems unnecessary.
Old brolly can already 1 shot a planet with ease. Its an attack that would fail against every enemy in canon past freeza. Cell could just teleport around it. Buu would just regenerate or over power it with ease before enough power could be built up. Beerus would snneze it and brolly out of existence. Zamasu is just immortal and would wait for brolly to die of old age. Xeno...xeno would just erase the universe and go back to playing.
Its a seemingly circumstantial attack that fails if some low level fodder sabotages its power up method, so even cell could just have a jr do as kid trunks did. Its just a bad attack with too many weaknesses and against certain opponents its unnecessary.
I might have to call this a draw. Nothing stands out aside from some "learning" capabilities new brolly has and even then its not much.
