One of the most popular myths is that Toriyama intended Dragon Ball to end after final battle with Frieza.
Some even think series should ended up there. For me this question is difficult. On one hand it would be an epic end to Goku's journey. From naive monkey tailed boy to slaying the most feared person in the universe. This would also mean that Goku was indeed saiyan of the legend. However, we wouldn't get Trunks, Androids, Cell and other interesting stuff. Meaning that about 30+% series gone if not more.

I voted yes on the condition Vegeta wasn't resurrected, with him confirmed dead then the series would had ended with no loose ends. Frieza is gone, so is Goku earth has namekians and there may be a setting for a new series with Gohan mentored by Piccolo not just being earth's new guardian but someone to give him some guidance in life.
Problem to that is Vegeta, he's pretty much directionless and no friend, there was even a very contradictory episode where he attacked Gohan and flew off but next episode he suggested using dragon balls to bring Goku back.
It's evident that Vegeta at that point only cared about two things showing Kakarrot who's best and defeating frieza. Had he stayed dead then I think that would had added momentum to the show finishing at frieza. (Vegeta died, so could Goku) When I was watching the series first time I genuinely thought Vegeta would stay dead!
I think an ending like that would had been seismic, added more to the mythos of the super saiyan being that great power at top, and secure frieza's status as among the strongest. Yes a new series starting Gohan would involve him getting stronger and reaching the strength his dad was at, but it's about the journey and not just a race to get the latest powerup.
It's possible under this idea that dragon ball would have success although it would mean having a new roster and new ideas overall.
I can't say Dragonball went downhill from there, there had been a good number of dbz movies set between the android and cell saga so it still maintained popularity regardless.

If it actually ended after the Frieza Saga, it would've been a mess from a narrative standpoint. MisatareFusion does an excellent breakdown on the issues with the ending to the Frieza Saga and how it seems to immediatley segway to the next arc with no time to breath.
So I voted no unless you talk ending at the Frieza Saga with some rewrites to make it feel more like an ending.
