I can take it if U3 Raichi remains dead, but Cell is one of the most iconic villains in the franchise. I think it would be a great shame if he died in a universe with no afterlife and remained erased from existence. At the very least, he deserves to keep existing in his universe's Hell.
I know that writing a scenario with Cell having a change of heart would be out of character. But I don't think it would be out of character if at least he evolved into a lesser evil (like U13 Raditz) and focused more on looking for challenges and parenting the Juniors than on destroying for the sake of destruction.

As long as they used the Namek's Dragon Balls then Cell can be revived again. Now, I'm not sure if Cell will return to the story to help fight the multiverse threat or not, but I think the organizers will keep their word on reviving everyone.

I would prefer if Cell remains dead until the series ends in favor of seeing the Cell Juniors develop to be honest. Maybe this will tie into Goku making friends with one of them. Without Cell being around to tell them what to do and being around other people beyond killed them on dad’s orders we could see the Juniors grow and form their opinions.

I mean why though? He is just a big jobber. Lost to a guy who is weaker than him by a mile because the arrogant fool didn't learn from his fight against Majin Bra to stop fucking around, what's more is Cell was the strongest left-bracket fighter in the tournament and had a better shot against XXI than Goku and Vegeta do. Against Vegetto, Cell would be worthless, he wouldn't be much even if he wasn't a jobber. Against XXI, maybe Cell could give XXI trouble if not for the fact that Cell's nature could make it so he has virtually no obvious weaknesses for XXI to exploit and a teleportation spell might not even work as well.

Cell is no longer needed in DBM. Not a key player and not strong enough to make a difference (despite being strong himself).
Would Cell accept a buff from Zen Buu for the side tournament? What's holding Cell back right now is simply his PL, because he's very versatile as a fighter. I think DBM has been too generous with his zenkais, but he still ended up far below the really OP fighters.
It's not too farfetched to believe Vegeta would win against Cell BTW. I don't think neither Goku nor Vegeta remained stagnant after all these years. Gohan, yes, due to Mystic providing full power on tap, but not the dads. I actually think people overestimate U17 Cell a little TBH.

I'd really like to see him return for the side tournament. He is a "God" level fighter and Buu can certainly revive him. I wonder if his pride would prevent him from wanting a buff, but maybe he'd be willing after his loss to vegeta.
but im not sure... the main artist was pretty happy when cell died and he hates drawing him.
