Gohan should've gotten his universes expelled at this point

This is going to be a little rant about something that's always bothered me about Gohan. The user عمار put it pretty well before but I wanted to cover it since it's always annoyed me. For this I'll be talking about both Gohan's since they both do this, but this is bad for universe 16 in particular for reasons I'll explain. Anyway:
GOHAN CONSTANTLY BREAKS THE RULES AND GETS AWAY WITH IT.
Seriously, I get that the rules are made to be broken but it's seriously annoying when one of the moral centers and voices of reason disobeys rules that he berates others for disobeying.
First, u18 Gohan goes into u13's apartment without their permission, and offers a bargain with them. That alone is rather rude but overall minor, nothing worth getting worked up over. Then , Kakarotto refuses his bargain, and he proceeds to physically assault him. Now we route for Gohan in this scene because he's trying to protect his daughter from being traumatized, and Kakarotto is an evil, omnicidal, universe conquering, mass murdering, cannibalizing, child raping, perverted psychopath. But oddly enough, Kakarotto isn't necessarily in the wrong here. He has the right to refuse Gohan's offer if he truly wants to. Pan could quit whenever she wants, and while it is rather unfair, Kakarotto isn't at fault for the matchup. Realistically it seems rather awful that teenagers are allowed to participate in a tournament where you can torture and kill people, but that's more the fault of the Vargas and u18 for letting Pan participate. As awful as it is, Kakarotto is allowed to not go easy on Pan if he wants, and Gohan is assaulting him, Raditz, and Nappa, and risking the disqualification of his universe for this. He does ensure they don't rat on him by promising a reward, a reward so useful to them it makes Gohan look like a horrible, reckless person for letting u13 get it just so Pan isn't scarred in a fight she could quit if she wishes to. But I guess you could argue he never believed the Old Kai would help them. And his universe didn't lose anyone yet so if they were sent back it's not the end of the world. But it's still rather silly that he could break the rules so brazenly.
After that the Gohans don't break many rules until after the majin rebellion arc, where u16 knocks out Nappa, and they both trespass until Cell's area and threaten him. These are both serious rule violations andif the officials were at all compotent if there wasn't so much shit going on after the majin arc Gohan would've gotten their universes disqualified. What's worse is that Gohan forgives Bra for what she did (cutting him in half and murdering Piccolo) because she was under mind control. He is however unforgiving of Cell as he wasn't being mind controlled and had full autonomy when he killed Videl. Okay, fair enough. Whether you agree with Gohan's stance here he's at least consistent. Except he assaults Nappa even though he was under just as much control as Bra was. Sure Nappa's a worse person than Bra but he was given no choice in the matter. Gohan just comes off as completely hypocritical and shitty here.
I suppose this could be considered nitpicky, and it isn't the biggest problem here. I still really like Gohan and think he's very well written here. Better than most versions of him. This just always bothered me and I was getting really mad at Gohan because he was mean to the mini Cells. Like come on man grow the hell up. They didn't do anything wrong they did nothing but help you, just because they associate with Cell doesn't mean they're evil . But that's just my ramblings. Thoughts?
