How strong is Son Bra?

The way her power is displayed confuses me at times. In her base form, she was a bit weaker than Sixth Form King Cold, but then seemed to match him after eating Senzus and getting a Zenkai. She wasn't wearing weighted training clothing anymore, so even in the increased gravity, I can't imagine her strength was greatly reduced below normal.
King Cold's final form was compared by Piccolo to 17 and 18, maybe even 16, but that's really not that strong at all, especially considering that in his second form, he was considered about even with Mecha Freeza. It's not unreasonable, in fact, to assume that his Final Form would have been just as strong on Earth, and that all he's done is learn how to use it all without fear of losing control, instead of outright increasing in power. He evolved through transformations. His fifth form and sixth form must be ridiculous improvements to get him from that level to Son Bra's base.
But I digress. Her Base Form is about even with Sixth Form Cold, who we know that Gohan can brutalise in one shot even while fatigued from a fight with Perfect Cell. Bra seems to perhaps be on Gohan's level when in SSJ, and logically about twice as powerful in SSJ2.
So the thing that confuses me is her confrontations with Vegetto. Her base and SSJ states are logically nothing to Vegetto's base if she does indeed only get to about Gohan's level, since Vegetto's base is far, far superior to Ultimate Gohan, since he was toying with even Ultimate Buu way back when, and has presumably gotten more powerful to some extent. So why, when Ginyu bodychanges with her and goes SSJ against Vegetto, does he transform in turn against her? He claims that Son Bra isn't even a tenth of his power, and I would need to assume he means his full transformed power... because when she goes SSJ2, he matches the transformation.
But logically, shouldn't be barely even need his full base power to beat her in SSJ2? Way earlier than this, Super Vegetto is injured to a critical point when his by SSJ2 Bra, but he was on his last legs - we know he was very weak compared to normal because Gohan, albeit injured, weathered the same damage without collapsing.
I just don't entirely understand if it's supposed to be implied that Vegetto is transforming against her out of necessity, or if he does it out of anger. Her mastered SSJ2 later in the story, seemingly keeping the improvements in power she gained through Babadi, definitely matches or surpasses Vegetto's base power, since she can stop a definitely enraged, full force attack with one hand, easily. I must assume he goes SSJ3 afterwards out of sheer rage, not necessity.
Basically I suppose that is the question. Bra's base is below Gohan, her SSJ matches him, his SSJ2 surpasses him, and until Babadi, Vegetto's base should logically be stronger than her as well - does that sound right or am I way off? Are her transformations perhaps just uniquely powerful compared to normal Saiyans?
