Uh, there is a massive gap between 16 and 17. Imperfect Cell was casually handing 17 and Piccolo their asses, treating them like children. Then 16 stepped in and was fighting Imperfect Cell on equal footing, even forced him to hide and bide time to get 17 cause he couldn't remove 16 from the equation as he was. You realize that Piccolo was exhausted and #17 was injured right? Neither were even close to being at full strength when Cell showed up. In fact, Cell showed up on purpose knowing full well that they'd be easy pickings after Piccolo and #17 beat the tar out of each other. There is a gap and #16 is stronger and Imperfect Cell likely is too but it's not by much. If Piccolo was at full strength or #17 was at full strength then Cell would still be in trouble against them. There is a lot wrong with this comment. First, it was only ever implied that Piccolo's energy would begin to go down as the fight dragged on, with 17 boasting that even if they are equal he'll never tire. Not that he is "exhausted." There is zero mention of 17 having any kind of injury, and Cell came to them because he was drawn to the power Piccolo charged up when he challenged 17, not because he knew they would be weak.

They were pummeling the shit out of each other. Piccolo and #17 wasn't holding back and was trying to kill each other. No way they weren't tired or injured (#17 can't really get tired but Piccolo can). Cell knew this too and that's why he seized the moment. Sure, Cell would have trouble finding the androids but he could have just absorbed more people until they crossed paths eventually. Sure Cell could have tried taking on Piccolo at full strength but it was much easier for him to take on an exhausted Piccolo and an injured #17. #16 was trying to throw a wrench in the plan.
1st Form Cell was a brilliant strategists and wasn't one to take risks. That's why he fled from Piccolo, Krillin and Gohan (though granted Krillin and Gohan had no chance at the time) when they first fought (before Cell absorbed that many people to close the gap). Cell also wanted to avoid fighting Vegeta (who just recovered from his defeat against #18 not long before) even though Cell could likely take him.
