In multiverse, in any of the fanfics about the future world, is it ever explained why future Gohan was as weak as he was. Though a lot of ppl say its because he wasn't well trained before the androids, we don't know when he unlocked ssj, he could have been saving civilians, etc. But does multiverse have a clear answer why? We know he unlocked ssj as a kid and was trained by Vegeta for a short period of time so why has he not gotten any stronger?

Probably due to not using the same level of training as his dad, he may not have ever known Goku had trained with a gravity machine, he probably never got brought to the look out and never used the hyperbolic thyme chamber, Vegeta doesn't seem like the type who'd train the son of a Saiyan who pitifully died of a heart disease instead of glorious combat and probably stuck to the same s***y training Piccolo gave him just slightly better and we all know how it didn't really help.

In the novels, Gohan and the others did not train vigorously at all during the three years the androids would arrive despite facing the likes of Cooler in the meantime. This served to be their demise. When Goku died of the heart virus, everyone got their salad tossed by the androids which inspired Vegeta to train Gohan in the HBTC. After one year, both saiyans were strong enough to hold their own, but still lose pitifully to the androids. Eventually Krillin and Vegeta, the last two z-fighters besides Gohan, ultimately perish in the final battle which made Gohan dedicate his time training Trunks and helping the weak instead of solely focusing on himself. And since Android 17 destroyed the lookout, the HBTC was also destroyed too.
Despite Gohan's success against the likes of Babidi and Hoi, he still fails against the androids while trying to protect Videl. His lack of anger (though he did seemed close to ascending during his last moments, but still failed), potential unlocked, and unique training methods served to be his downfall.

Gohan not training for the 3 years in between Freeza and Cold coming to Earth and 17 and 18 launching their attack on the world in a big reason why. Even if Goku is around and Gohan and him spared it likely wasn't anything serious. Gohan likely enjoyed a normal life during that time with his parents and friends and not having to worry about training for another huge threat. By the time Goku dies Gohan is weaker than he was in the main timeline/universe. By the time 17 and 18 attack he and everyone else are weaker. A weaker Gohan likely means his gains weren't as big either.
It seems like Gohan trained with Vegeta in this timeline in DBM. This a Vegeta who hasn't undergone all the character development yet, so he likely harsher, less approachable, and less patient with Gohan than Goku is. Goku trained hard he also knew when to rest the body so as not to overwork it. Vegeta works until he drops, which is a bad way to train and one of the reasons Goku's gains are greater than Vegeta. If he worked Gohan until he dropped then Gohan isn't gaining as much as he could. Gaining a year in a day isn't as much help to Gohan of U12 as it is to Gohan of U18.
Once 17 and 18 kill the rest of the Z-fighters Gohan will have lost great sparring partners, which slows down his training as well, at least until Trunks is old enough to train with him. Gohan has the potential to be the strongest in the universe, but without efficient training he can't live up to it. That's why despite Future Gohan being the Gohan most fans want he is still not living up to his potential.

The simple answer is that Future Gohan is forever doomed to be a character who is destined to die in most universes that get that far, so his power is subsequently locked to Android-saga standards as a result.
A more in-universe answer would be that Gohan doesn't possess the same "fighter's spark" that Goku and Vegeta do. When Goku and Vegeta were faced with insurmountable foes, they each developed their own branch of the Super Saiyan form to compensate. Gohan only ever relied on plain ol' SS1. Maybe a zenkai or two here or there depending on how badly he lost a fight, but not enough to bridge the gap between him and 17/18. He never had time to solely dedicate to improving his own strength it seems, since he likely spent it trying to stop random cities from being blown up, nor did he ever truly reach a second moment of pure RAGE as his counterpart did in the Cell Games, and so he hit a plateau as a result.
