For me it would be Zen Buu, he's ageless, can absorb his enemies, and a gigantic pain in the ass to kill.

You are absolutely right. The thing is, stealing Zen Buu's body might be even more difficult than Vegetto's. After all, he is able to tell only by seeing that Cold was Ginyu.
If I was in Ginyu's shoes and my motive was to become even more powerfull without anyone noticing, my best shots were either Gast or Cell. Both of them are stronger than Cold (in fact in the absolute top ranks of the tournament) and have no spectators in their respective areas who could tell the difference.

Zen Buu will also be my first choice, followed by Perfect Cell in a heartbeat. But if I couldn't have them, Vegito will be a amazing third pick and will virtually be like Ginyu-Cold in universe 8, but on a whole grander level with far more power. Plus I would become the strongest in DBM, which is not a bad trade-off at all.
Other good picks:
1. Southern Supreme Kai - Can push Kid Buu level opponents and has a incredibly long lifespan.
2. Grand Supreme Kai - Same reasons for the South Kai.
3. Gast Carcolh - Who doesn't want to be a powerful fused namekian with incredible magical skills?
4. Fat Buu - Great potential who is already powerful in his own right.
5. Prince Vegeta - Same position as King Cold, only far more powerful. Plus I will truly master SSJ3, which will be a amazing payoff.
6. Broly - Once I can control his rage inducements, I will be invincible.

You know, this will sound crazy, but since Ginyu was actually still alive during the Buu Saga there's a decent chance Zen Buu absorbed him, which would mean Zen Buu can also change bodies. Just imagine how confusing DBM would get if Vegito is on the verge of killing Zen Buu then he snatches his body, and we've got two body snatchers running around.

Under the premise that you could get away with it in any given case, I would always choose Zen Buu. He is undoubtly the strongest contestant besides XXI whom we know nothing about.
But as I said, Vegetto and Buu might have ways to counter the change technique. So it would be safer to target Cell, who still is one of the strongest warriors there and is also immortal in a certain way.

Though if I was a real achiever I'd:
-Switch bodies with Trunks. Kill Trunks.
-Take the time machine with me and switch bodies with a Vargas. Kill it.
-I now have total access to every universe and time period I want.
Bonus: Learn how to perform the multi-form technique to see if I can switch with multiple bodies. Not that I'd really need to with a time machine, but it might be more convenient.
And after that I'd do my best to LARP as many fanfic premises as possible.
