We should add some new choices to this poll.
What's Frieza's next move?
1. He will find a remote planet in the outskirts of the universe to hide from Broly.
2. He asks Goku, Vegeta, and Beerus to protect him from Broly.
3. He asks Whis if he could be teleported to U6 to hang out with his "friend" Frost. He knocks out Frost and sends Frost back to U7 in his place.
4. He tries to anger the Zenos so that they erase everything thinking that it would be a quicker and more merciful end than facing Broly.

His next move is either getting his ass beat by broly or just dying for the 1 billionth time. I hope the third time is the charm and Freeza doesn't return after this movie. I can't get behind the idea that he gets resurrects and is free to rebuild his empire with Goku and Vegeta being okay with it. It's fine if Freeza wants to reclaim empty planets from his fallen empire but I can't see Goku and Vegeta allowing him to conquer and kill innocent people in the few remaining inhabited planets. I don't think there's a way for Freeza to conquer an inhabited planet without there being casaulties unless everyone there gives up and doesn't fight back. The deal was to resurrect him if he helped them in the tournament I don't think that meant he's free to do whatever he wants. If he goes back to his old ways and gives someone a reason to kill him then that's his fault for wasting his 3rd chance. I'm not sure what his role will be in the movie but maybe his army accidentally awakens Broly and Freeza is the first to encounter him.

Broly movie revealed Freeza’s next move was rebuild his army and try to conquer the universe again. It looks like Freeza will just keep being the same only for some reason he won’t be killed off for a while.

It looks like Freeza will just keep being the same only for some reason he won’t be killed off for a while. Yeah I was pretty disappointed by that. I was hoping he would be killed by Broly. It would be a poetic ending for him because his fear of the Saiyans eventually lead to his first defeat at the hands of a SSJ then killed by stronger SSJs when he came back for revenge the next two times. The third time could've been the charm and his final death is at the hands of the legendary SSJ himself. I think that's a more respectable sendoff for Freeza than giving him a gag wish and having them willingly spare him because they no longer consider him a threat. I guess having try to conquer weak planets is only way to give something evil to do while avoiding everyone strong enough who could kill him. I'm not sure where they're going to go with that. In the Jaco manga, Jaco mentioned that the Galactic Patrol feared the Saiyans and Freeza's army. In the Moro saga, Goku and Vegeta are helping them and even helped out against some petty criminals but no one has brought up Freeza yet so he must not be on their radar yet. It's only been a few days since Broly so maybe Freeza is still working on that one planet.

If they were to kill off Freeza that fast after his resurrection they wouldn't have bothered to bring him back at all. They want to keep the most memorable Dragon Ball villain around. Freeza probably won't die until they are absolutely done with Dragon Ball Super and then they have to line things up with the ending of the original manga.

I agree his only reason for keeping him alive is his popularity but I think they could've handled it a little better. They had him abandon his wish for immortality which I assume is to make him appear less evil so they could've had give up on rebuilding his empire since it doesn't serve much of a purpose. We just had a saga about the ruler of the multiverse threaten several universes so who cares about Freeza's small time empire in one of the most sparsely populated universes. Zeno is the strongest being in the multiverse so he can do whatever he wants but Freeza is only allowed to be an emperor because no one feels like killing him. Plus, it doesn't explain why Goku would be willing to spare him now for doing what got him killed the last two times (or three since he would've died after Namek if he wasn't turned into a cyborg). If Freeza was only obsessed with revenge against Goku and not a threat to anyone else, Goku might be more willing to let him go since Goku would feel he changed somewhat since the last time Goku killed him. Since he was spared anyway and survived a beating from Broly for like an hour, I'm not sure if they ever plan to kill him now.

Now has Frieza's empire was universal scale or it was known through out the universe? There was never been specification of how big the Empire was. It could be that his empire had words that spread through few galaxies, this and his cruelty would be enough to be known.
There are things showing us why his empire was never universal: a)The size of his army is too small to keep this kind of empire running. b)After his and King Cold's dead many words began rebelling. Civil war in universal empire would clearly produce great deal causalities. Enma wouldn't be that pissed off about Majin Buu rampage. c)His own personality. I don't see how with his personality especially before he was defeated by Goku (yes Frieza changed or rather matured somewhat after his defeat) could efficiently sustain universal empire.

squirz96 We never learned how big the empire was back then. There was a Freeza Planet #448 mentioned in RoF so he has at least a few hundred planets and King Cold likely controlled more. Most of them must've been empty and cleared out of their population since there are only 28 planets with intelligent life left. Honestly, we never learned much about his empire in general like who he sells planets to after he wipes out the population. I Toriyama only made Freeza the emperor of this massive empire as an easy way to establish that he was the most feared being in the known universe. That's why I don't think there's a point for him to rebuild his empire now. He doesn't hold that title anymore and the universe is so empty that he can never rule over as much of the universe as he did before. Back then, he was unopposed and we later learn he only ever had to answer to Beerus. Now there are three Saiyans who could kill him so he has to avoid their planets. Not only those planets but probably also the ones under the Galactic Patrol he has to avoid. The GP feared Freeza's army before but now Jaco and the Octopus King guy are friends with Goku. If Freeza is attacking one of their planets, I can't imagine Goku would let them die if they asked for his help. I'm pretty sure that only leaves a handful of unknown planets that he can conquer without worrying about someone stronger coming after him. I think it's because being the mighty intergalactic emperor is one of the things he's most known for so they don't to lose that about his character. Maybe they want to show Freeza conquering random planets in the background in his scenes but it won't go anywhere and we never learn how far he's getting. I could wrong but I'm just not sure where they want to go with it.
