Let's say Goten and Trunks both had their potential unlocked, how strong would their fusion become? My best personal guess would be rougly equal to a SSJ2 potential unlocked Gohan.

This is a good question. Trunks and Goten have enormous potential. They were almost supernaturally able to take to Super Saiyan power. Even if we work under the assumption that they do not have as much potential as Gohan they should still be extremely powerful. If the Old Kai unlocked their potential I could see Trunks and Goten easily reaching the level Goku was at in the Buu arc or maybe even being above that and lower Mystic Gohan. They could possibly be Super Buu's level. If they are each around Super Buu's level on their own when they use Fusion Dance that means Gotenks should even be beyond the level Vegetto was at when he was first formed by Goku and Vegeta to defeat Gohan Buu. If this Old Kai's potential unlocking ability it would mean both Trunks and Goten would have Mystic forms and not need Super Saiyan transformations. Mystic Gotenks would be superior to Vegetto, since he wouldn't need SS3 transformation to use his max power and not put a strain on the fusion and eliminate the shortened time weakness that SS3 puts on it. Mystic Gotenks would be a powerhouse.

The question is how strong we think the boys would be if they had their potential unlocked. The Unlocked Gohan potential is essentially how strong he thinks the boys would be. We're all just giving our thoughts on how strong the kids might be.

As for Goku being surprised that Gohan didn't turn Super Saiyan, that is easily explained by the fact that Gohan had recently been using Super Saiyan instead of his Mystic form. It doesn't mean that Goku thinks that Mystic and Super Saiyan can be stacked together for a further increase in power. That would be beyond ridiculous since Mystic form allows Gohan to access the power a Super Saiyan 3 in base form. SSJ3 is a 400x multiplier and SSJ is a 50x multiplier. If they could stack together that would mean Super Saiyan Mystic form would provide a 20,000x multiplier, which is far too much.

So clearly the form still makes him stronger. Every time he's gone Super Saiyan after getting his potential unlocked is because he's slacked off incredibly, whether in DBGT or DBS. He slacked off so hard that he couldn't even access his full potential anymore, such was the degree of his slackerness, that slacker. Oh absolutely. I do kind of want to see the alternate universe where Toriyama had no editors and did whatever. I have a feeling DBZ would be amazingly different.

It may be hard to believe he could access that much power but in theory a potential unlocked state would only unlock the power of his base form, it shouldn't give him access to Super Saiyan forms power without needing the form. Potential unlock by it's nature is bringing the physical body to it's absolute peak, but the SSJ and SSJ2 transformations act as power multipliers by nature. The Super Saiyan forms transform the body so it can become more powerful and handle more energy, it's how they work. He should in theory gain more potential power if his body is transformed because the Super Saiyan form is designed to increase power output and make the body capable of handling more power. The Super Saiyan form itself doesn't bring Gohan's body back to it's full potential, it just multiplies his current power. I'm not saying you're wrong about what's been established in canon, I'm just saying it makes no sense and it seems like bad writing. I mean they probably only did that because otherwise Gohan would be unstoppable and could easily decimate most of the DBZ villains, but it seems lazy to make up stuff about his potential unlocked form that makes no sense when they could find another more sensible way to keep Gohan from curbstomping major villains, like having him busy training somewhere or on vacation with his family or something like that.
